2 Preamble  We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defense, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.

3 Article I  Article I is the legislative branch  Section 1: Legislature is the Senate and the House of Representatives

4 Section 2: House of Representatives a.Chosen every: second year by the people of the several states b.Qualifications- 25 or older, a citizen of U.S. for at least 7 yrs, & must live in the state they represent c.Apportionment- Reps and direct taxes shall be apportioned among the states according to population

5 Section 2: House of Representatives d. Filling vacancies: the executive authority shall issue writs of election to fill vacancies e. Impeachment of officers: House chooses their speaker and other officers with power to impeach

6 Section 3: Senate a.Terms: 2 senators from each state, with 6 year terms b.Classification: 1/3 chosen every 2 nd year (3 classes) c.Qualifications: 30 yrs. or older, U.S. citizen for 9 yrs. or more, & lives in the state they represent

7 Section 3: Senate d. President of Senate:  Vice President of the U.S. e. Impeachment of President: sole power to try all impeachments f. Penalty of conviction: removal from office & disqualification to hold any other office

8 Section 4  The times, places and manner of holding elections for senators and representatives  The Congress shall assemble at least _____ in every year once

9 Section 5:Membership,Rules, Journals, & Adjournment a.Organization: Each House may determine the rules of its proceedings b.Record: Each House shall keep a journal of its proceedings c.Adjournment: Must have consent to adjourn

10 Section 6: Compensation, Immunities, & disabilities of members i.Salaries & Immunities: Compensation for their services paid out of the Treasury of the United States ii.Restrictions on other employment: cannot be appointed to any other civil office

11 Section 7: Revenue Bills, President’s Veto a.All bills for taxation begin in the House b.A bill will become law if ____ vote of each house approves c.President can veto 2/3

12 Section 8: Powers of Congress a.Power to collect taxes b.Borrow $ on U.S. credit c.Regulate commerce with foreign countries d.Coin money e.Provide punishment for counterfeiting

14 Section 9: Powers Denied to Congress a.Slave trade b.Writ of Habeas Corpus cannot be suspended c.Bills of Attainder shall not be passed d.Ex post factor- formulated, enacted, or operating retroactively

15 Section 9: Powers Denied to Congress e. Direct taxes- No money shall be drawn from the treasury f. No title of nobility shall be granted

16 Section 10: Powers denied to States a. No state shall enter into any treaty, alliance, or confederation
