4 Main Characters: Mr Leung Chi-Kwong (The father) Dearing (The daughter---9 years old)

5 What does the law say? Children between six and 15 must attend school. There is no provision for home schooling. cMr.Leung is discontent with Hong Kong’s compulsory education system. cSo he took Dearing out of school and teaches her by himself. cBut he may face prosecution because he has broken the law.

7 What does she study ? What does Mr Learn want? kDearing would be able to enter university at the age of 12. kSome people sponsor her daughter going to Canada for further studies. Sports Geometry and algebra Ancient Chinese language English (by reading fictional works such as Oliver Twist and Alice in the Wonderland.)

8 The Education Department’s Response Assessed the case Met the family 5 times Sent an education psychologist to meet the girl Their Conclusion S Dearing should go back to conventional schooling. S May prosecute Mr. Leung unless he gets Dearing back in class next month.

9 Mr. Leung did not accept the Education Department’s advice. Ombudsman asked Mr. Leung to provide more details of his case after lodging a complaint. The case has raised public’s concern on the law and compulsory education system.

10 Others’ Opinions.. Some parents are able to d teach their children as well. Some children may learn better under their parents at home. The law should be reviewed. Parents should have the right to teach their children. BUT... Parents should take the adverse side of home- schooling into account. It might stop their children from developing social and communication skills. They might not mix with a large peer group as that at school.

11 Academics’ Opinions Parents who chose to home-school children should not be required to have training or qualifications. They should also not be required to undergo any assessment. The Government should conduct regular evaluations to ensure that the academic level of the children was on a par with that in school. A wealth of material about independent learning, curriculum and resources should be available on the Internet like US.

12 Mr. Leung should bring Dearing back to school. He does not really know Dearing’s need. In addition to Dearing ‘s family life, she needs to develop her own society.
