1 Developing a Content Outline “The outline is the most fun. The first draft is the hardest, because every word of the outline has to be fleshed out.” - Ken Follett

2 Sample Content Outline Organizational Pattern: Compare/Contrast Thesis: Canadians and Americans are similar in many ways. However, our need for security, our reverence for our heritage, and our understated patriotism makes us a very unique people. Argument #1: Canadians value our security and well-being more than we do our sense of freedom.

3 Supporting Details: O According to Pierre Burton, “To realize what we consider to be the best of all possible worlds, we Canadians have been prepared to pay a price. The other side of the coin of order and security is authority. We've always accepted more governmental control over our lives than you have - and fewer civil liberties.” O Canadians benefit from more social programming than the U.S., such as welfare, unemployment insurance, and Medicare. O The government of Canada is able to withdraw our constitutional freedoms if Parliament invokes the War Measures Act in order to protect us.
