17 1.Identify key opinion leaders for onsite interviews Interviews with key opinion leaders Creation of a survey instrument Delivery of surveys 2.Collect primary surveys and onsite interviews from a representative sample of potential reservation participants and borrowers as well as officials with existing housing and small business development programs serving the participating tribes.
