Agenda/Objectives Gain a general understanding of the overall WIRED Performance Accountability Framework Understand the approach and connections necessary to report the common performance measure outcomes for WIRED participants Provide the information for the WIRED regions and the workforce investment system to facilitate reporting on WIRED participants and other outcomes of the WIRED region

4. WIRED Performance Accountability Framework The WIRED initiative is different than most of the Employment and Training Administration’s other workforce investment grants The broader scope of the WIRED grants requires a slightly different approach to capture the achievements of the WIRED regions The WIRED Performance Accountability Framework was developed to describe the accomplishments of regional economic development, in addition to the more traditional workforce outcomes

Common Performance Measure Outcomes Indicate the ultimate success of your regional talent development strategies –Appropriately educated and skilled individuals available to fill and attract additional high-growth and high-wage jobs to your region Entered Employment Rate Employment Retention Rate Average Earnings

Common Performance Measure Outcomes Reporting Calls for a partnership between the WIRED regions and the appropriate state and local workforce investment system components to report individual outcomes against a set of common performance measures WIRED participants to be reported using the WIA Standardized Record Data (WIASRD) Two methods for capturing WIRED participants: –Co-enroll in the WIA program –WIRED-only

8. Co-Enrolled WIRED Participants Individuals who receive WIA services in addition to WIRED-funded services –Data will be gathered on them as they move through the WIA service delivery structure –A special region-specific code that identifies them as a WIRED participant will be inserted into their record

9. “WIRED-Only” Participants Individuals who receive only WIRED-funded services (no WIA services) –With the exception of 7 data elements, the same data will be collected for these individuals as for co- enrolled participants –A special region-specific code that identifies them as a WIRED participant would be inserted into their record –Would be identified as receiving no services under WIA

Calculating the Common Performance Measure Outcomes States will compile the co-enrolled WIRED participant and “WIRED-only” participant individual records and submit them to ETA as part of their regular WIASRD submission Using the WIRED codes, ETA will analyze the data in the records to determine the common performance measure outcomes for WIRED participants

Key Questions for Your Reporting Team How will the necessary data be collected for those individuals that are “WIRED-only” participants? –Who is responsible for collecting that data? –Where does the data go? –What are the specific questions that need to be asked to get the answers required to complete the records for “WIRED-only” participants?
