Constitutional Review Spring 2013

Term Goals  Create strong sense of purpose and mission for student government.  Make student government more efficient and accountable.  Make clear the roles of Collegiate members.

Over view  Defined and changed roles of each collegiate member  Reflected on Conduct Review Board  Updated VI DISMISSAL, RESIGNATION, ETC.  Gave traditions a budget

Change in Roles  Article I. Executive Branch  Define advisor: “Advisor role is to act as a liaison between the administration and the collegiate cabinet. The advisor may be a resource, and provide guidance when called upon. They attend collegiate meetings upon request, and have a voice, not vote, on collegiate matters. “  Scrap Article I, Section 1, A-2  Article 1.1.A.5: change to “It is required that one member of cabinet will attend monthly faculty meetings with voice, not vote (strike the shall).”  Article 1, Section 1, C-1. Add: “Call and preside over committee chair roundtable “

 Article 1. Section 1, C-2. Change to “…to call and preside over meetings of the Representative Council at hir own discretion, or at the discretion of the student body.”  Article 1, Section 1, C-3. The Community Court Chair will no longer serve as the Chair of CRC, for that duty now rests with the Vice President. However, they shall still serve on the Constitutional Review Committee.  Article 1, Section 1, C-5. Add that they will also be the Chair of Traditions Committee.

Conduct Review Board and Wells College Martial Law  In stated by Joel McCarthy but disbanded soon after.  It still exists constitutionally yet is not exercised.  Current system was emplaced in the “mean time”.  We want students to be aware of this and for it to be a topic discussed next year.

Class Officers  Article V. Part B. allow any class officer to turn them in  Leave the rest for now  Coco needs to be address  Positive move forward  Experiment before we make rules

Article VI. Dismissal, Resignation,  Article VI, Part 1, Section A  Negligence. Add two sentences together: “Address the issues of negligence and to fully inform the student in question of his/her duties and responsibilities.”  Article VI, Section B  In the case of resignation. In the case of resignation, students shall follow the appropriate protocol.  Article VI, Part 2  Same as part one, except the information will be given to the court chair.  Article VI, Part 3  Collegiate. The resignation of any member of a Collegiate affiliated body grants the right of any other member to bring them to Community Court.

Bylaws  Part A, 1, 3. Get rid of the off campus study wording. Should just read “students who are studying abroad…” Need a formatting change, add colon.

Committees  A Chair who neglects to fulfill their committee duties will be at risk of dismissal and possible Community Court action.  Traditions Committee  (at the end) Traditions shall be given a Collegiate budget to fulfill its duties that will be approved at Collegiate’s discretion.

Future thoughts  Define roles of student government  Restructure conduct review board  Establish stronger COCO bylaws
