ecologic.de 16-Jun-03Testing the WATECO-Guidance: Corfu Pilot Project Testing the WATECO-Guidance: the Corfu Pilot Project Prepared by: I.G.M.E. / Ministry of Development / Ecologic (Institute for Inter- national and European Environmental Policy) Authors: N. Chagiou, E. Chiotis, M. Ghini, G. Gioni, E. Interwies, A. Morfis, M. Stefouli Presenter: E. Interwies, Ecologic Session 4.1: WFD Economic elements

ecologic.de 19.6.2003, Hellenic Water Week: Testing the WATECO-Guidance: Corfu Pilot Project2 Structure of the presentation: Aims of the project Short overall description of the situation on Corfu Selection of main findings of the project The way forward for the Economic Analysis in Greece

ecologic.de 19.6.2003, Hellenic Water Week: Testing the WATECO-Guidance: Corfu Pilot Project3 Aims of the project I: Check selected elements of the WATECO- guidance draft, mainly: linking hydogeological to economic information description of main water uses assessment of water demand pricing of water (public supply)

ecologic.de 19.6.2003, Hellenic Water Week: Testing the WATECO-Guidance: Corfu Pilot Project4 Aims of the project II: Provide input for finalizing the WATECO- guidance (done) Provide input for implementing the Economic Analysis in Greece by identifying main gaps (based on initial scoping)

ecologic.de 19.6.2003, Hellenic Water Week: Testing the WATECO-Guidance: Corfu Pilot Project5 The location of the pilot project area

ecologic.de 19.6.2003, Hellenic Water Week: Testing the WATECO-Guidance: Corfu Pilot Project6 Description of situation in Corfu Corfu Island dealt with as a river basin, but without a river! Water for all uses: groundwater origin High seasonality of water demand (tourism), water supply constant in time Groundwater deterioration due to: - natural reasons (presence of gypsum and natural sea water intrusion) - human activity (groundwater overexploitation)

ecologic.de 19.6.2003, Hellenic Water Week: Testing the WATECO-Guidance: Corfu Pilot Project7 Distribution of public water supply consumption (cubic meters) in the period of year 1998

ecologic.de 19.6.2003, Hellenic Water Week: Testing the WATECO-Guidance: Corfu Pilot Project8 Main Land Uses Satellite image: August 2000

ecologic.de 19.6.2003, Hellenic Water Week: Testing the WATECO-Guidance: Corfu Pilot Project9 Description of the pilot area Corfu Area: Corfu island, 587 km 2 (including surrounding small islands: 632.5 km 2 ) Administrative division: 12 municipalities (including surrounding islands: 16) Municipal Water Suppliers: 9 for Corfu island Permanent population: 112.848 (year 2000), all connected to public water supply system Most of the population is living in the city and the coastal areas

ecologic.de 19.6.2003, Hellenic Water Week: Testing the WATECO-Guidance: Corfu Pilot Project10 Description of the pilot area Ground water resources availability: Estimation of deposits: 114*10 6 m 3 (44% in karst units, 21% in Triassic conglomerates, 35% in intergranular series) Due to sea water intrusion and gypsum presence, only a small percentage is of adequate quality for water uses Indication of quality factors (mg/l) (water supply in Corfu city): 13.3109941.123501.339.89325.548 NO 3 - SO 4 -- Cl - HCO 3 - K+K+ Na + Mg ++ Ca ++

ecologic.de 19.6.2003, Hellenic Water Week: Testing the WATECO-Guidance: Corfu Pilot Project11 MAIN HYDROLOGICAL UNITS Karstic units - Blue green Conglomerates - Brown Porous intergranular series - The rest

ecologic.de 19.6.2003, Hellenic Water Week: Testing the WATECO-Guidance: Corfu Pilot Project12 Results: Importance of water uses Main use: household and tourism Significant additional use: agriculture Not significant: “industry” (rather: manufacturing) Overall: water related activities are strongly affected by geomorphological characteristics of Corfu

ecologic.de 19.6.2003, Hellenic Water Week: Testing the WATECO-Guidance: Corfu Pilot Project13 Results: spatial economics Detailed view of Ropa valley Primary use of water for tourism: Only the golf terrain is irrigated

ecologic.de 19.6.2003, Hellenic Water Week: Testing the WATECO-Guidance: Corfu Pilot Project14 Results: Projecting trends for 2015 Crucial element of the 3-step-approach: Large gap between the requirements of the guidance document and reality only estimates available for future water demand on 2038, based solely on demographic changes/estimates of per head consumption large amounts of new data needed out of existing information, no estimation on the baseline scenario can be given

ecologic.de 19.6.2003, Hellenic Water Week: Testing the WATECO-Guidance: Corfu Pilot Project15 Results: Assessing cost recovery A number of sub-steps (information) is needed for this estimate, focus here on: water pricing of municipal water supply, pricing in agriculture costs of water supply --> issues of charges, fees, taxes, relevant public subsidies/grants, cross-subsidisation, environmental costs: not considered

ecologic.de 19.6.2003, Hellenic Water Week: Testing the WATECO-Guidance: Corfu Pilot Project16 Results: Water pricing issues No aggregated information available, primary data: Public water supply of the 12 municipalities: different tariff systems In some cases: special tariffs for entrepreneurial uses In 2 cases: special tariffs for agricultural use; 2 local irrigation organisations have tariffs covering operation costs In order to compare prices, different consumption values were assumed: wide variation of prices for public supply, most with a gradual price increase for higher consumption, some cases show a decrease

ecologic.de 19.6.2003, Hellenic Water Week: Testing the WATECO-Guidance: Corfu Pilot Project17 Results: cost of water supply very limited information on agriculture public water supply: centralised data does not exist, local water suppliers asked for information no estimation on cost recovery can be given: - no estimates on environmental/resource costs - information on financial costs of water supply was fragmentary

ecologic.de 19.6.2003, Hellenic Water Week: Testing the WATECO-Guidance: Corfu Pilot Project18 Evaluation A non-virtual exercise to be used as a framework for the economic analysis in Greece, but: time and financing constraints, therefore not complete “testing” Linking economic to hydrogeological information (Annex II WFD) is important WATECO-guidance useful, but requires a lot of economic understanding A good starting point for understanding the need of improvement of the water management structures in Greece

ecologic.de 19.6.2003, Hellenic Water Week: Testing the WATECO-Guidance: Corfu Pilot Project19 Evaluation Large efforts needed in Greece for delivering the Economic Analysis in time, due to limited: data availability and quality; centralised availability of data; awareness of the WFD and water-economic capacities in water administration methodological knowledge

ecologic.de 19.6.2003, Hellenic Water Week: Testing the WATECO-Guidance: Corfu Pilot Project20 Support by: Recently commissioned program for the development of water resources management systems (divided regionally according to the water districts), aimed at the development of Water Resources Management Plans (duration: 36 months) --> some support for the economic analysis can be expected from these studies

ecologic.de 19.6.2003, Hellenic Water Week: Testing the WATECO-Guidance: Corfu Pilot Project21 The axes for improvement Accelerate the establishment and staffing of the regional “competent authorities” as well as the central water institution (reduce overlaps between ministries)--> will happen soon Provide adequate resources and capacities for conducting the economic analysis (2004: at the central level) Establish a clear “plan of action” including strict deadlines (“critical path”)

ecologic.de 19.6.2003, Hellenic Water Week: Testing the WATECO-Guidance: Corfu Pilot Project22 The axes for improvement Improve data availability and quality (primary data) Urgent need for raising awareness and inform local water administrations about the WFD requirements --> strong political support will be needed!

ecologic.de 19.6.2003, Hellenic Water Week: Testing the WATECO-Guidance: Corfu Pilot Project23 Thank you for your attention!
