5 Created based upon the Knowledge Innovation Assessment Methodology © ENTOVATION International Ltd. www.entovation.com Executive Summary The Problem: - Ministries are working in isolated islands, lack of knowledge about roles and responsibilities of each Ministry created conflict, duplication of work; which ultimately has led to wasting resources and competition. - No one common language between people working for the Government to speed and facilitate their communication – because they lack the required knowledge – so they can not recognize how their Ministries are part of the value chain and how the decisions taken by one Minisrty can affect other Ministry‘s operations.

The orientation is intended to take place for the first 3 months of employees work life. The center will be affiliated to the cabinet of ministers for enforcement purposes. The center aims to build an overall vision among the participants through introducing appropriate methods of coordination among Ministries. This will prevent overlapping among Ministries. Moreover, the center will enhance the interpersonal and communication and team building skills of the participants.

Reducing turnover. Reducing future training costs (will be only confined to specialized training courses). In addition, the process involves a more detailed coordination with the Government officials responsible for conducting the orientation sessions.

Cooperation with private sector and industry representatives to create knowledge about external environment and stimulate the participants’ innovative thinking on how to rebuild the government – private sector relationship.

Since all Ministries are involved, we can make use of available resources to each Ministry. –All Ministries are informed about the project and what is required, with a deadline for submissions. –Ministries should start studying their material and human resources, and decide on what available resources they can share. –Ministries shall notify the Cabinet about their levels of contribution.

It is necessary to match outcomes with desired activities. The center will define clear processes for measuring its competencies and how knowledge is created among participants so as to support its sustainable growth.

Organizing forums and discussions to elaborate on the center business strategies. Organizing an "Annual Award" for best services, new ideas & initiatives, and contributions for the center success. And organizing a "Celebration Event", where customers and stakeholders would be invited, so that we can promote our business values. Feedback from the Center’s customers should be used in evaluating performance.

It will suggest and recommend corrective measures to keep the center on track. It will organize an annual award “Quality Sector Award” for best services, new ideas & initiatives, and contributions for the center success. It will organize a "Celebration Event", where customers and stakeholders would be invited, for promoting our business values. The center also aims at providing some income generating activities through providing consultancy services on “Performance Measuring” for different sectors in the country and regionally.

Education goes beyond the boundaries of one specific organization.

Identify an educational strategy for employees in each ministry. Employees shall feel that by education they will increase their personal skills and at the meantime this skills are tools for achieving success of their organization and thus they must use this knowledge to benefit their organization. Knowledge economy should be the prime guide for any organization to plan their business strategies through establishing information center within the organization. To ensure the success of any organization there must be a mechanism to follow knowledge track.

The project aim is to guarantee that new employees have acquired the essential knowledge base regarding each ministry. The project in addition will make use of innovative ideas generated from participants on how to coordinate among ministries and hence, this will enhance the participative approach in learning

Promoting the use of technology as an enabler, rather than an end in itself within the center and its participants. Conducting researches on the advancement in the field of IT, organize forums /presentations /discussions, within the center to discuss how we can make the best use of them in our services provision.
