3 The system is intended to protect people, animals, cultural heritage and the environment from natural and other disasters. It is independent, unified system on a local and national level based on common goals, humanitarian principles and non-military in nature. SYSTEM OF PROTECTION AGAINST NATURAL AND OTHER DISASTERS

7 INTERNATIONAL ASSISTANCE International assistance can be requested in a form: Rescue units and services, experts, Protection and rescue equipment and means, In kind assistance (food, water, clothes, medicine and other means, which can be distributed to the affected population) Use of the airports, transportation infrastructure and other means to support providing international assistance

9 EU CP MECHANISM Establishment: Council Decision of 23 October 2001, 2007 (recast) General role: The Mechanism can be called upon to facilitate and support civil protection assistance in the event of a major disaster inside or outside the EU Scope: Any major natural or man-made disaster, including CBRN or other terrorist attacks

10 EU CP MECHANISM ELEMENTS CIVIL PROTECTION DATABASE: Identifying civil protection capacities available for assistance interventions (experts and teams) MONITORING AND INFORMATION CENTRE (MIC): Mobilizes and dispatches expert teams at short notice, provides technical assistance, serves as an information centre COMMUNICATION AND INFORMATION SYSTEM (CECIS): Ensuring efficient and secure communication TRAINING, EXERCISES AND EXCHANGES: Improving coordination, compatibility and inter-operability

11 Official request from the stricken country Ending of Rescue activities ; Taking over by Hum. Org EC sends MIC team for Coord and Assessment Activation of the Mechanism: MIC dispatches request to the national Contact Points MS process the request and send back offers to MIC MIC dispatches the offers to the stricken country Stricken country accepts or refuses the offers and notify the MIC MIC sends SITREP to the MS

12 REQUESTING ASSISTANCE FROM FRULLI-VENECE-GULLY PROVENCE (IT) Protocol on mutual cooperation between the ACPDR and CP FVG for forecasting, preventing and mutual assistance in case of disasters Technical annexes: 1. Annex: Dispatch and exchange of data in real time and establishing Video-Conference 2. Annex: Procedures for Notification and requesting and offering assistance in case of disasters 3. Annex: Cooperation in the field of extinguishing forest fires
