2 Why Modules? Different resources in 32 Participating States Predefined personnel and equipment Rapid deployment Predefined capabilities – you know what you get Interoperability – we can all work together Self-sufficiency – no burden to the requesting country

3 What else is important? Voluntary basis Registered modules (CECIS) Deployment within and outside the EU Resources of one or more Participating States (PS) Following international guidelines Dispatch in short notice - generally within 12 hours of a request for assistance Training and exercises financed by EU by certain degree

4 Based on? Council Decision of 8 November 2007 establishing a Community civil protection mechanism Commission Decision as regards rules for the implementation of modules (17 modules and technical assistance and support team – TAST defined) – amended end of 2010 149 Modules and 10 TAST registered so far

5 What kind of modules? High capacity pumping Water purification Medium and heavy urban search and rescue Aerial forest fire fighting (helicopters + planes) Advanced medical post / with surgery Field hospital Medical evacuation Emergency temporary shelter CBRN detection and sampling Search and rescue in CBRN conditions Technical assistance support teams (TAST)

6 Latest modules Ground forest fire fighting Ground forest fire fighting using vehicles Flood containment Flood rescue using boats

7 How are modules trained? Modules Basic Course (MBC) For key personnel (management) of modules and TAST Main focus on interoperability and self-sufficiency Technical questions and capabilities part of the general training programme, carried out by Sweden and UK

8 Why specific modules exercises ? Different to “traditional” full scale exercises Train main principles (interoperability, procedures, coordination, SOP's, international cooperation etc.) Training for registered modules which are likely to meet in a real emergency Cooperation of different kind of modules Compatibility of equipment Common understanding of safety and security

9 How did the Tender 2012 look like? http://ec.europa.eu/echo/funding/opportunities/calls/tender_exercise s_modules_2012_en.htm Lot 1: Five staff exercises (table top exercises) for key personnel of CP modules and TAST as well as experts of a European Union Civil Protection Team (EUCPT Lot 2: Three field exercises for for High Capacity Pumping, Water Purification, CBRN Detection and Sampling and experts of a European Union Civil Protection Team (EUCPT). Lot 3: Three full scale exercises for Medium/Heavy Urban Search and Rescue (USAR), technical assistance and support team (TAST) and experts of a European Union Civil Protection Team (EUCPT). Exercises will be carried out from October 2013 to June 2014

10 What were the main challenges ? Structure of the exercise (model - alternatives) Planning and evaluation (schedule which indicates expected outcome and evaluation sheets) Involve as many Participating States as possible Tight timetable Combination of modules of different sizes – average and maximum amount of participants and modules

11 What are the lessons learnt so far ? Intensive cooperation in core groups meetings with participating states Take into account wishes of participating modules Lessons learnt can be immediately implemented for the next exercise in the cycle Different venues Requirement for detailed exercise handbook, detailed but flexible script, scene setters and expected outcome

12 What are the lessons learnt so far ? Strong exercise control needed Trainers for each module and EUCPT give direct feedback and guarantee good connection to the general training programme Evaluators get a training and evaluate on the basis of a checklist Cooperation with national NGOs, e.g. role players Good co-operation with partners in different countries Modules Exercises are NOT directed exercises (as realistic as possible)

13 And the tender 2013? Plan, conduct and evaluate exercises for registered European Civil Protection modules, TAST and EUCPT Call for tender, indicative number of 3 service contracts Indicative amount: 2.3 Mio Euro Indicative schedule: Publication May 2013
