2 Review of Implementation of MDMS in Kerala (Primary + Upper Primary) (1.4.2014 to 31.12.2014) Part-I Ministry of HRD, Govt. of India

3 Best Practices  State contributes Rs.2.31 per child per day against mandatory share of Rs.0.90 in primary stage.  Egg and Banana served once in a week  150 ml Milk is served twice in a week.  e-transfer of funds, 6 months Cooking cost and remuneration of cook- cum-helpers e-transferred to schools during first week of June, followed by 3 month e-transfer during the 1 st week of October and next year’s March.  Minimum wage of Rs.200/- paid to CCH in schools having enrolment up to 150 students.  Noon Meal Committee procures condiments, oils, salts for use under Mid Day Meals Scheme.  Noon Meal Supervisors audits the MDM accounts of the schools.

4 Issues  State contributes Rs.0.96 per child per day in upper primary against the minimum mandatory State Share of Rs.1.04.  The State Level Steering-cum-monitoring Committee is headed by Principal Secretary (General Education), Kerala instead of Chief Secretary of the State.  Less coverage of working days under Primary (5 days) and Upper Primary (20 days).  Delay in the release of central assistance to schools.  Slow Pace of construction of kitchen-cum-stores  Procurement of Kitchen Devices pending.  Low utilization (9%) of MME.  Less engagement of cook-cum-helpers against PAB approval.

5 Findings of the Monitoring Institute  Cooking cost given in two advance installments; First for June to November and second in November.  E-transfer of funds from Directorate of Public Instructions to AEO in blocks and schools.  Milk, egg and Banana are also given under MDM.  All schools have adequate utensils for cooking.  No discrimination found.  Children are satisfied with the quality and quantity of meals. They wash hands before and after taking meals.  Hot cooked meal distributed without any interruption during the year.

6 Cont….  Food grain delivered at school level and Buffer stock maintained Quality of rice found to be good.  Cooking ingredients such as oil, pulses, vegetables, salt etc. procured by schools.  Low utilization of MME funds.  In Kasaragod, Head Master spends money first from his resources and then draws funds from the bank after settling the account every month.  SMC’s involvement not found in Kasaragod for preparation of MDM.  School Health Cards of children not found.  MDM Logo is rarely found.
