2 Review of Implementation of MDMS in Punjab (Primary + Upper Primary) (1.4.2014 to 31.12.2014) Part-I Ministry of HRD, Govt. of India

3 Best Practices  State Government is contributing Rs.450 against Rs. 250 towards honorarium per cook-cum-helper per month.  A SMS based Web system has been started in the District Roopnagar on Pilot basis for daily monitoring of Mid-Day-Meal.  Two Iron storage bins provided to each schools out of the sale proceeds of empty gunny bags.  The mothers of the students are participating in cooking and serving of mid day meal in schools.  Students motivated to help in producing the vegetables in kitchen gardens in some schools.

4 Cont…  Students wash their hands with soap before and after taking the meals.  Use of Double Fortified Salt with Iron and Iodine has been made mandatory in the schools.  Kheer as Sweet Dish has been introduced in the schools on any day of a week along with the regular meals  Punjab Government has provided Rs. 9.60 lakh for eating utensils.  Training provided to Cook-Cum-Helpers through various Institutes. Workshop on food safety, Quality and personal hygiene for Cook- cum-helpers was held in District Mansa, Faridkot and Muktsar by NGO Akshaya Patra, New Delhi

5 Issues  3 months Delay in the release of central assistance to schools.  Less coverage of working days (8 days)  Monthly Data entries in MIS web portal is incomplete  Negative closing balance of cooking cost on 31 st December, 2014 with five districts namely Fatehgah Sahib, Pathankot, Ptiala, SAS Nagar and Taran Taran.  Surplus food grain with Sangrur (131%) and Firozepur (50%) on 31 st December, 2014.

6 Findings of the Monitoring Institute  2-3 month’s delay in release cooking cost to the schools.  Some schools were managing MDM on credit basis.  All the visited schools had kitchen-cum-stores but 20% of them are not in good condition.  Hand wash with soap by all children before and after meal. But no grant for soap given to the schools since September, 2014.  MDM Ingredients such as oil, red pepper powder/ turmeric powder are not of good quality in most of the visited schools.  All the visited schools had buffer stock of food grain which are delivered up to school level.  Hot cooked mid-day meal is served and students were happy with the quantity and quality of MDM in all the visited schools.

7 Cont….  Storage bins provided in all the schools.  Social Audit in two districts for transparency through community participation.  LPG and Fire Extinguishers available in all the visited schools.  Inclusion of more Green and Leafy vegetables in the menu is needed.  The rights and entitlements of children, menu, MDM logo, and emergency contact numbers should be displayed prominently on the walls of the schools.  Phone number and email address for grievance redressal need to be displayed prominently in schools.  Emergency phone numbers of health center, police station, fire brigade office etc. need to be displayed in schools.
