3 33 INTRODUCTION Supply of cooked meal started in July, 2003. Phase wise all primary schools were covered under the scheme by December, 2004. DOE was declared as Nodal Department in September 2005 by MHRD. All Upper primary schools in Delhi have been covered under the mid day meal scheme by 2009-10.

4 44 OBJECTIVES Improving the nutritional status of children. Encouraging poor children to attend school more regularly and to help them concentrate on classroom activities. Enhancing school attendance and reducing gender, caste & creed discrimination. Enhance girls school attendance.

5 55 IMPLEMENTATION Scheme is implemented individually by DOE, MCD, NDMC & DCB through NGOs/Service Providers. DOE being Nodal Department, coordinates with MCD, NDMC & DCB in matters of allocation and release of budget & food grains and also for liaison with Ministry of HRD.

17 17 Requirement of Helpers for distribution of MDM in schools MDM scheme is outsourced in Delhi. As per MoU, distribution of MDM in Schools is done by MDM Suppliers/NGOs and it is to be completed within 20-30 minutes in recess time. Sufficient number of helpers are not provided by NGOs for distribution. Valuable school academics time is used up daily in distribution of MDM. In the State Level Steering-cum- Monitoring Committee meeting on 02.02.2011, it was decided to share the Honorarium to Cook- cum-Helpers between NGOs and Schools. Proposal in this regard has been processed for the approval of MHRD through Finance Department, GNCT Delhi.

19 19 MONITORING Internal –Instructions issued to all HOSs, EOs, DDEs for intense monitoring. –School Level Committee comprises of HoS, Teacher Incharge, Home Science Teacher, Three Mothers, DDO & one VKS Member. –Before distribution, Committee Members taste the food daily. –Zonal Level Monitoring Committee comprises of EO, Two Principals, Two Parents and one VKS Member and meet once in a month. –EOs visit the kitchens at least once a week. –DDEs also visit the kitchens at least once in a month.

20 20 MONITORING External -Testing of Food samples by Sri Ram Institute of Industrial Research. -Testing of four samples per month of each service provider. -Food Sample may be from school or kitchen. -At present, 27 service providers with 29 Centralized semi Automated Kitchens, supplying MDM in Delhi.

21 21 Observations of MHRD’s Monitoring Institute – Centre for the Study of Developing Societies ObservationAction Taken 1.Bills on daily basis by suppliers. 1.Monthly food cards have information on daily basis. 2. Suppliers to maintain food grain stock registers to ensure transparency. 2. Already exists a clause in M OU in this regard and instructions have also been issued to HoSs/EOs/DDEs to check during inspection.

22 22 Observations of MHRD’s Monitoring Institute – Centre for the Study of Developing Societies ObservationAction Taken 3. Helpers employed by suppliers be required to wear Head Caps, Aprons and Hand Gloves. 3. Already exist a clause in MOU in this regard and instructions have also been issued to HoSs/EOs/DDEs to check during inspection. 4. Meal Testing Fee should be paid by the MDM Implementing Authority. 4. It has been taken care of in the new EOI called for selecting more NGOs in March 2011. 5. Suppliers to maintain Visitors Register on regular basis. 5. Visitors Registers are already being maintained almost by all the suppliers.

23 23 New Initiatives A web based MIS Module has been developed for submission of information on number of meals supplied in the schools on daily basis. This module is in force w.e.f. April 2011. In this module, Monthly Mid Day Meal Supply Card, Bill and Sanction Order is generated online for each school.

24 24 New Initiatives (contd…) To select more NGOs, an EOI has been called in March, 2011. Engaging more NGOs will help in reducing number of children allotted per NGO. EOI for third party evaluation of MDM has also been called in March, 2011. This will help in the implementation of MDM scheme in a better way.

25 25 New Initiatives (contd…) Provision for registration of complaints/ grievances from general public/parents has been made at District and School level. Complaints/Grievances are redressed at the earliest but within a months time according to the nature of complaint. Complaints/Grievances can be registered either in person or on telephone.

29 29 Issues/Suggestions Central Assistance for cost of food grains to be paid to FCI should be released by MHRD in single installment to avoid delay in payments. Central Assistance in respect of other components should also be released at the most in two installments. Due to traffic congestion, it takes 1-2 hours to supply Mid Day Meal to some schools. Kitchens are not evenly located in different areas of Delhi. Helpers for distribution have to be arranged at school level.
