2 Why Do People Join Car-share? 2008 Survey of 6,281 Car-share Members Nationwide 58% - Didn’t own a car, needed more options 17% - Got rid of their car after joining 8% - Had a car, joined to avoid purchasing another car 8% - Avoid purchasing a car after their car died Essentially Carsharing is a form of public transportation that allows people that replaces auto ownership

3 Benefits of Carsharing Improved mobility for those without cars. Each carshare vehicle takes 9 to 20 cars off the road Reduced traffic congestion, parking issues Reduced household transportation costs Increased transit ridership, walking and biking

4 Why are we here? Taxation is Stifling Carsharing Hawaii Rental Car Surcharge is flat $3, making tax rates for hourly rentals as much as 30-40% Tax was never intended to be imposed on local residents (car in the shop exemption) Since carshare hours rates include the price of gas, users are double taxed Carshare users almost exclusively local residents Carshare users are highly sensitive to the tax unlike car rental users Carshare is an extension of public transit and considering it benefits, shouldn’t be taxed at all
