EU Regulation so far Legislative basis: EC Regulation 1260/99 “…in designating the most representative partnership at national, regional, local or other level, the Member State shall create a wide and effective association ….taking account of the need to promote …and sustainable development through the integration of environmental protection and improvement requirements”.

6. EU Regulation new The draft of Regulation No COM(2004)492 laying down general provisions on the European Regional development Fund, the European Social Fund and the Cohesion Fund for the period 2007 – 2013: UK compromise text (2. 8. 2005): The Commission and the Member States shall act within the framework of close cooperation. The Member State shall organise, where apprpriate in accordance with current national rules and practices, a partnership with the authorities and bodies such as: a) the competent regional, local, urban and other public authorities; b) the economic and social partners; c) any other appropriate body.

7. EU Regulation Each Member State shall designate the most representative partners at national, regional and local level and in the economic and social or other spheres, hereinafter “partners”, in accordance with national rules and practices taking account of the need to promote equality between men and women and sustainable development through the integration of environmental protection and improvement requirements.
