2 Background The Employment and Training Administration’s (ETA) Office of Apprenticeship is the registration authority for the National Registered Apprenticeship System at the Federal level. The Federal staff is directly responsible for apprenticeship activities in 25 states and provides technical assistance and oversight to the remaining 25 state apprenticeship agencies. In accordance with Federal regulations, the Secretary of Labor has granted recognition to 25 State Apprenticeship Agencies (SAA), the District of Columbia, and three territories as the entities for state registration and/or approval of local apprenticeship programs and agreements for Federal purposes. The Federal government provides leadership, guidance, information and technical support to employers and workers interested in developing apprenticeship programs. The U.S. Department of Labor, SAAs, the District of Columbia, and three territories are responsible for: Registering apprenticeship programs that meet industry, Federal and state standards; Protecting the safety and welfare of apprentices; Issuing nationally recognized and portable certificates of completion to apprentices; Promoting the development and recognition of new programs and occupations; Assuring that all programs provide high quality learning; and Assuring that all programs produce skilled and competent workers.

3 Objective The objective of RAPIDS is to to enhance and implement an existing electronic web-based system for the Office of Apprenticeship and its national stakeholders. This project redesigned the existing system and reorient it to support new business needs of the organization. Specifically, the project encompassed the following: – Provide the capability to convert existing Standard Industrial Classification (SIC) codes in the Registered Apprentice Information System (RAIS) to the new North American Industrial Classification System (NAICS) of categorization. – Develop a mechanism to accommodate electronic program registration. – Provide the capability to accept and upload state data in a commonly agreed upon format to the national database. – Integrate the functionalities of both electronic apprentice registration and program registration to provide more value-added service to stakeholders.

4 Upcoming Enhancements The facility to upload an OMB-approved apprenticeship registration form and all relevant program data from sponsors and SAAs. Develop a mechanism to allow secure review and management of an electronic program registration, including user accounts and other administrative activities. The facility to upload, review and edit apprenticeship-related data in the national database. The facility to create and manage current and future performance measures.

5 Enhancements cont. The facility for all users to edit apprentice-related data on a national database. The ability for sponsors to register multiple programs The facility to create and manage current and future performance measures in synchronization with the ETA Common Measures and One Stop. The enhancements of the RAPIDS Program Module will provide Competency Based and Hybrid program registration processes. The built-in utility function will enable users to be assigned new roles. The new Proxy Editor technology within RAPIDS enables any authorized user the ability to temporarily assign other users to their work load while they are away from the office. Enhancing the Apprentices module that will allow deleting pending records and database cleanup support. The advanced search function is a robust feature to facilitate an apprentice re-registration. A new upload feature allows data to enter into RAPIDS remotely.
