Reference framework The European Commission (EC) Blue Book An integrated maritime policy for the European Union (COM2007/575) considers seas and coasts essential to the well- being and prosperity of Europe, as they constitute commercial passageways, climate regulators, sources of fish, energy and material resources, in addition to providing residential and recreational areas for citizens. The Regions of Knowledge EU Program encourages European regions to share and adopt the best policies and practices as well as to build solid interregional networks through important European economic clusters, including sea economy clusters. The EU Council of Ministers (Council Meeting 1-2/12/2008), by approving the EC Communication “Towards world-class clusters in the European Union: implementing the broad-based innovation strategy”, recognized the strategic role of local administrations in implementing policies to strengthen sector competitiveness and promoting research and innovation within joint trans- regional cooperation programmes between clusters and networks of connected sectors. 6 Marcello Guaiana – Project Manager  to increase of public and private investments in RTD via an effective use of European Structural Funds  to refine regional innovation policies and practices concerning new products, components and systems in the maritime sector  to stream the full exploitation of available research infrastructures, to be shared and used by the Network partners  to set up trans regional technology transfer pilot actions for raising industry competitiveness on international market  to increase of public and private investments in RTD via an effective use of European Structural Funds  to refine regional innovation policies and practices concerning new products, components and systems in the maritime sector  to stream the full exploitation of available research infrastructures, to be shared and used by the Network partners  to set up trans regional technology transfer pilot actions for raising industry competitiveness on international market 3. 8 Marcello Guaiana – Project Manager The compared SWOT analysis has driven to the following conclusions:  Common strength highly specialized competences (Friuli Venezia Giulia-FVG in shipbuilding and yachting, Slovenia in high technological content of leisure boats – motorboats, PGC in consistent research in the area of components and systems);  common weaknesses limited enterprise size. Moreover public research programmes are not sufficiently in line with companies’ innovation needs;  common opportunities good institutional and political framework (especially for FVG Region)  common threats not sufficient technology transfer activities, brain drain phenomena, low interest of young generation to address the sector as for a job. 5. 9 Marcello Guaiana – Project Manager  FVG is the best performer among the three regions, both concerning R&D and participation and clustering, but the position of the Region could be better if R&D could reach better performance levels and results especially with regard to the leisure boat sector;  In Slovenia the leisure boat sector is strong as there is a consistent research and innovation performance. There are still missing networking activities because Slovenia is mainly conducting research in the field through internal private R&D department with no stronger involvement with the public research community;  Primorsko – Goranska County is less advanced regarding the fields of R&D, and as stated before, in terms of development in the shipbuilding and leisure boat industry, the region is facing a precarious situation, with forthcoming processes of privatization and restructuration of public owned shipyards. 5.
