3 NEED FOR MOCK EXERCISE 1.To Inculcate Culture of Preparedness. 2.To examine the plans and SOPs of Designated MAH units at Bangalore (Rural). 3.To evaluate the resource status of various Departments of Bangalore (Rural) District, other stakeholders and the identified industrial units.. 4.To co-ordinate the activities of various agencies for optimum utilization of resources. 5.To use the feed back to identify the gaps and improve the plans and resource capabilities to face actual disasters.

4 OBJECTIVES OBJECTIVES 1.To Review Disaster Management plan of Bangalore (Rural) District. 2.To rehearse the “Off-Site” Emergency Response Plans of the District against Chemical Disasters. 3.Practise Standard Operating Procedures of “on-site” Emergency Response Plans of identified MAH units. 4.Practise coordination among the various departments and other stake holders at district level to mitigate disasters. 5.Inculcating espirit-de-corps and team building among public-private stake holders at various levels while working together to face any Disaster.

5 The scope of the Mock Exercise is restricted to activities of identified MAH units when faced with a chemical (industrial) disaster and assistance rendered by the district administration of Bangalore (Rural) & Karnataka State Govt for “off-site” emergencies. SCOPE

9 Step -2 Table Top Exercise Precursor to Mock Exercises The Scenario of chemical disaster is depicted and immediate actions by the identified industrial units are discussed (On-Site Plan). Thereafter on declaration of ‘off-site’ emergency,response of the District Collector and other stake holders like SSP, CMO, Municipal Corporation, Fire Services,NGOs, CD, Home Guards, RTO,Red Cross, Public Relations, NDRF, Army/Air Force/PMF etc, are solicited. Details of Coordination and Safety are discussed. Observers are detailed for each participating stake- holder by the State DM Deptt from other districts. Formats for Observers & stake-holders are given. The gaps are identified and remedial measures are taken before the mock exercise

10 Step -3 Mock Exercises Observers are briefed by the Senior Specialist NDMA(TCD) before the Mock Exercise. Self assessment formats are given to all stakeholders before the exercise. Scenarios formulated by NDMA/DMI & discussed during the Table Top exercise are again painted by the observers, in a sequential manner. Resources are mobilized and actions are taken on ground by the various concerned stake holders. ICP is established by district administration for command, control and coordination for optimized utilization of efforts First Aid Post or Mobile PHC established near the incident; Hospital surge capacity is created for injured persons. Temporary Relief Camp is established by local administration, if required. At the end of Exercise, press briefing by senior most official. Debriefing, in which observers & stake-holders give their observations & lessons learnt from the Exercise, which are consolidated & sent to Chief Secy & MD of participating MAHs.

11 Step 4 Submission of final Report Reports are also sent by all stake holders & observers to the DC, who send a consolidated report to State DM Secretary. Final Report is made at State level & sent to NDMA. NDMA shares the lessons learnt with Chief Secy & Secy DM Karnataka.
