2 How, when and where are hurricanes?  Warm water and warm moist air are the two main things that cause hurricanes. That’s why the tropics get so many hurricanes!  Hurricanes start when the warm moist air on the surface of the ocean rises rapidly, where it meets the cooler air and causes the warm water to form clouds, which drop precipitation. As this continues, more warm air is drawn in. It creates a wind pattern that swirls and leaves a hole, the eye, directly in the middle.  The ranges of hurricanes are: - Tropical depression—wind speeds of less than 38 miles per hour - Tropical storm—wind speeds of 39 mph to 73 mph - Hurricane—wind speeds greater than 74 mph
