1. Program Proposal for the Utah AIDS Foundation (UAF) By: Tori Anglin December 1, 2013

2. Utah AIDS Foundation  The vision of the Utah AIDS Foundation is to reduce HIV/AIDs, STIs, and the stigma that goes with them.  UAF has grown rapidly since 1985 when the Utah Department of Health reported 17 individuals living with AIDS in Utah  UAF offers a variety of services to people living with HIV/AIDS and their families.  The UAF also provides outreach prevention, and free and affordable testing.

The difference between HIV & AIDS  HIV- Human Immunodeficiency Virus  AIDS- Acquired Immune Deficiency Syndrome Four Stages of HIV  Initial Infection- point when virus enters the body  Asymptomatic HIV- person infected with HIV but shows no signs (5-15 years)  Symptomatic HIV- clear symptoms of immune deficiency appear (T cells below 500)  AIDS- major defects in immune system (T cells below 200, one or more opportunistic infections

4. Health Issue Addressed & Services Provided The health issue that Utah AIDS Foundation targets is HIV/AIDS prevention & diagnosis, support, and STI testing. The Utah AIDS Foundation serves any individual who is looking to get tested for HIV, and common Sexually Transmitted Infections. In addition the Utah AIDS Foundation offers a variety of services to people living with HIV/AIDS and their families such as…. case management, transportation assistance, food services, newly diagnosed support and information, crisis hotline, and social support groups.

5. Why is this health issue important?  According to the CDC,1.2 million people are infected with HIV in the U.S. today.  Of those infected 1 in 5 are unaware of their HIV status.  Those undiagnosed 20% are responsible for up to 70% of the new infections each year in the United States  There will be 50,000 new HIV infections in this year alone.  The reason why I am pushing for the Utah AIDS Foundation to get a harm reduction program is because intravenous drug use is the second most common way HIV is spread.  Another reason is because sharing needles accounts for 68% of all HCV transmissions.

6. SWOT Analysis Review Strengths- of the Utah AIDS Foundation  Free and comfortable testing.  Provides a “non clinical” feel  Strong stakeholders such as Planned Parenthood and the Utah Department of Health.  Weaknesses- of the Utah AIDS Foundation  A weakness facing the organization is the stigma of the word “AIDS” used in the name of the foundation.  A second potential weakness for the UAF is that it does not have very many employees, with means that the foundation relies highly on volunteer services.

7. SWOT Analysis Review Opportunities- of the Utah AIDS Foundation  Stakeholders and/or new support from donors.  More funding opportunities by targeting supportive goals for the government or Healthy People 2020 Threats- of the Utah AIDS Foundation  Potential sustainability problems because of lack of funding  Local government restrictions, policies, and laws could be another potential threat to how the UAF works and assists the community

8. Program Mission Statement My mission is to provide help and knowledge to individuals in order to assist them in leading the healthiest and most enjoyable life they can. My mission reflects the Utah AIDS Foundations concern for helping individuals by educating and empowering them in order to lead happier, more fulfilling lives.

9. Utah AIDS Foundation Mission Statement “The Utah AIDS Foundation through education and services, helps to prevent HIV infection and empowers people living in the intermountain region, who are affected by or living with HIV/AIDS, to live healthier and more fulfilling lives” (Utah AIDS Foundation, 2013).

10. My Three Main Goals 1- Reduce the number of new cases of people with HIV and Hepatitis C in Utah by January 1, 2016. 2- Provide clients with safe and easy ways to exchange needles. 3- Improve Utah’s number of new individuals diagnosed positive with HIV and/or Hepatitis C in the year 2014.

11. 3 Month Goals & Objectives  The petition will contain all needed signatures by December 12, 2013.  I will meet with the legislator December 13, 2013.  Legislator will pass law for needle exchange to be allowed at UAF by January 1, 2014.  By January 1, 2014 advertisements on Facebook, posters, and banners will all be done.  By January 1, 2014 I will put up all flyers at local Narcotics Anonymous meetings and rehab facilities.  On January 1, 2014 the UAF will have 400 clean needles and 4 bio hazard bins donated, with an additional contract stating that the stakeholders will provide this amount each month.  By January 30, 2014 100 dirty needles will be exchanged.  By April 1, 2014 UAF will have purchased a booth at PRIDE.

12. Components Intrapersonal level of my socio- ecological framework- Specialized education counseling sessions on HIV and HCV by January 1, 2014. Clients will be able to visit on test-site nights, which are offered twice a week from 5pm-7pm, where there will be educated UAF counselors available to meet and discuss client status and their education about HIV and HCV.

13. Components Interpersonal level of the socio-ecological framework- Support group for those who are positively diagnosed with HIV or HCV and their families. Case managers at the Utah AIDS Foundation will hold support groups for those newly diagnosed with HIV and HCV once a week starting in December with additional time slots open throughout the week for more personalized support meetings.

14. Components Organizational/community/policy level of the socio-ecological framework- Get more community leaders informed about the importance of HIV and HCV testing and how harm reduction in Utah. Gather support from community leaders along with the Utah AIDS Foundations stakeholders such as Planned Parenthood and the Utah Health Department by December 1, 2013. Take proposition to state legislator on how important and beneficial it would be to the state of Utah if we could get approved for having a harm reduction program for exchanging dirty needles.
