33 Defense Science Board Considering selected recommendations like: All installations able to achieve Net-Zero energy status, i.e., they will produce as much energy as they consume by 2025. Beginning with the FY09 MILCON program, all new construction projects and all renovation projects exceeding 50% of replacement cost will achieve an energy efficiency performance of 50% better than the current ASHRAE 90.1 performance standard. Sustainable Design criterion for all facilities that requires achieving the LEED-GOLD criterion for all new construction, major renovations, housing, and existing buildings.
