2 2 Inbox Search Criteria

3 3 Enhanced search criteria will allow you to search for applications according to How the data was collected –Customer submitted –Enrollment Support Center –Access –Mail in By type –Application –Page one –RFA By Health Care Program Requested –EBD –BC+ Core Plan –BC+ For Families –Institutions

4 4 Inbox Search Criteria You can also search for: Applications that have individuals already known to CARES. Applications that have related unprocessed ACCESS items. This will help identify duplicate applications or change reports prior to taking something out of the inbox. The Inbox Search Criteria page has also been enhanced to accommodate applications submitted to the Enrollment Services Center (ESC). The CLA Criteria section will be used by ESC workers to filter BC+ CLA applications with different statuses. This section is not enabled for county workers.

6 6 Enhancements include several additional fields which will allow you to identify Which healthcare programs are requested for each RFA/Application (HC Programs) Status of the Health Needs Assessment (HNA)for ESC workers only Status of the Fee (Fee) for ESC workers only Unprocessed items for that application (Related Items)* Partial or exact matches to any individual in CARES (Individual Match)* Data collection method and item type (Item Type) *For both the Related Items and Individual Match columns, N/A is displayed for RFAs.

8 8 Enhancements on this page: All individuals on the application are now listed in the Individuals on Application section at the top of the Application Summary Page. For Core Plan applications only, the Application Summary Page now includes a “Health Care Enrollment Application” section. (This section is not shown for non-Core Plan applications.)

9 9 Application Summary cont’d. Added Functionality allows you to: Click on the magnifying glass link to go to the Individual Summary for individuals known to CARES. View any related ACCESS Items (e.g. applications, change reports) that were in the Inbox at the time the application was submitted by the customer (Related Submissions). This section will display the status of those ACCESS Items and provide a link for you to view them in more detail. Change the Primary Person of the application at the time you “Initiate” the application. View reason for insufficient fee when the fee requirement is not met prior to “Initiating” the application. (Core Plan only). Extend the fee due date and enter a reason for the extension. (Core Plan only) Add/edit comments about an application while it is in the Inbox. These comments are then carried forward to the RFA and case.

11 11 Basic Information Enhanced so you can: Enter basic information and alias information for the primary person’s spouse in addition to all information for the primary person. Note: if you create an RFA using the entered Basic Information, the spouse’s information is not included as part of the RFA. Use Information from both of these individuals to conduct the potential individual matches search when the Next button is clicked.

13 13 Potential Individual Matches Enhanced to facilitate processing: The potential matches search will run on either just the primary person or both the primary person and the primary person spouse (if entered on the Basic Information Page). The search includes: –CARES individuals in MCI –Individuals who are part of an ACCESS RFA and have not yet passed clearance –Individuals who are part of an ACCESS application in the Inbox –Individuals who are part of unsubmitted requests* owned by the Enrollment Services Center Search listing includes a “Where?” column so you can identify the location of the potential match to the entered individual. Choosing “Perform ESC Screening” takes you to the ESC Screening page where you can quickly determine if an applicant should be directed to the ESC or not. *Unsubmitted Requests are incomplete applications that are being collected by the ESC workers through the Application Services Tool (AST).

16 16 ESC Screening Enables any worker to quickly identify if an applicant should be directed to the ESC or to their local agency for application processing. If the individual meets the ESC criteria, the ‘Next’ button creates a new RFA which will be routed to the ESC. If individual does not meet ESC criteria, clicking the ‘Next’ button will create a new RFA for the local agency

18 18 ESC Screening cont’d Enrollment Services Center will also use this page to determine if an application meets basic ESC criteria. –If yes, the clicking the ‘Start’ enables the ESC worker to begin the phone application process. –If no, clicking the ‘Next’ button enables the ESC worker to collect information for a Page One application which will be routed to the appropriate local agency.

20 20 Additional Data Changes to this page allow: ESC workers to enter the County/Tribe of Residence for a household. Note: This field will be disabled for County workers. Instead, it will default to the assigned County / Tribe (in the RFA Information section). ESC workers can check the “Homeless” box if a person reports that he/she is currently homeless.

22 22 RFA Summary  For RFAs that are created from Core Plan applications, the RFA Summary page will display the “Health Care Enrollment Application” section.

25 25 General Case Information An additional field was added to the General Case Information page in the Signature Details section which identifies whether a BC+ Core Plan signature has been provided for this case. The “Household Address” section now includes a County/Tribe of Residence field that can be updated by the ESC worker. Note: This field is disabled for County workers, it will always match the County/Tribe to which the case is assigned.

27 27 Current Demographics Current Demographics Page has been updated to include: Information regarding the individual’s Physical Exam for the Core Plan. –If the physical exam was completed, the ESC worker can identify the date and the source. –If the physical exam was not completed, the ESC worker can identify a good cause reason.

29 29 Other Health Care Programs Gatepost The Long Term Care Section on the Navigation Menu is now the Other Health Care Programs Section. A new question has been added to the Gatepost Page to ask if the primary person or the primary person’s spouse is requesting the Core Plan. If the answer is yes to this question, the Badger Care Plus Core Plan Potential Eligibility page is scheduled next in the driver flow. The question allows an ESC worker to indicate that an applicant/recipient (or spouse) is requesting Badger Care Plus Core Plan for Childless Adults when the person already has an open case for another program.

31 31 Other Health Care Programs Summary The Other Health Care Programs summary page will include information regarding the BadgerCare Plus Core Plan.

32 32 Medical Gatepost A new question was added to he Medical Gatepost page to check if the primary person or the primary person’s spouse has had health care coverage within the past 12 months.

34 34 Check My Benefits Worker View A new link has been added to the Navigation Menu to the worker view of Check My Benefits. From here, you can see a customer’s CMB account once s/he has created a MyAccess account.

35 35 Generate Summary

36 36 Generate Summary This page is replacing the CARES screen ACCP for FS/BC+/MA cases. Workers can generate a summary (replacing the CAF) from this page. The summary: Can be generated in English or Spanish. Will be automatically stored in the ECF. Can be used to verify the information with the applicant and collect a signature. Workers have the option to: –Mail the Summary to the applicants, or –Print the Summary to hand to the applicant for signature Workers can also specify the type of signature collected for the application: –Electronic –Written –Telephonic (ESC only for now)

42 42 OTHER BEM UPDATES Enrollment and Benefits Booklet All programs (except SeniorCare) will be in one book. Book will be mailed automatically at application. New versions will be mailed once per year at review. Workers will be able to view a mailing history in CWW. Workers will be able to trigger a duplicate mailing from the Client Correspondence page.

43 43 OTHER BEM UPDATES Verification Checklist Verification Due Date page will be defaulted to “Yes” to mail the checklist. True change logic will be added to prevent duplicate verification checklists being mailed Verification due date calculation is now using the date calculation rules used for employment verification due dates.

44 44 OTHER BEM UPDATES FoodShare Statewide Project Area We will be redefining our project area to be a “statewide project area” rather than by county. Agencies will be able to set a filing date and then transfer an RFAs or application to the appropriate agency. The FoodShare review date will not be reset when a FS case moves from county to county.

Reduce processing timeframes for applications, changes, and renewals Streamline agency operations by supporting a "scan first, process later" business model Simplify the ability to look up documents after a case transfers to a different agency Reduce usage of and dependence on paper

46 46 ECF WORKFLOW PROJECT High Level Outcomes Capacity for agencies to scan documentation as it arrives in the agency, even before a case number exists Provide customers and community partners the ability to send self-scanned documents from any locations, including self-serve stations Create the capacity for faxed documents to be stored automatically in ECF Integrate ECF into CWW so that documents can be accessed from within CWW Enable customers to track the progress of verification they submitted

47 47 ECF WORKFLOW PROJECT Timelines 06/09 Pilot of scan first process/business model with ESC and MiLES projects. 08/09 Statewide implementation of scan first capacity. 12/09 Implement self-service scanning, ECF/CWW Integration, and customer document tracking.
