5. How do cities perform the new role of waste prevention? Cities can turn into agents of change and institutional entrepreneurship (Hardy and Macguire, 2008) through: – The recombination of resources (human, financial, material, spatial) – The construction of rationales for institutional change (constructing discourse, reframing symbols, challenging taboos) – The articulation of relations (internal and external collaboration, the creation of new institutional arrangements, roles and expectations) – The creation of a new agency: the City of Göteborg
