There has been a revised syllabus for years 7 – 10 and there is now statewide testing for both literacy and numeracy (Bahr and Pendergast, 2007, p. 211)

While not being a specific framework this layer is comprised of laws and values that have a cascading influence throughout the interactions of all other layers.
