3 Outcomes-based Commissioning ‘Commissioning is the process of specifying, securing and monitoring services to meet people’s needs at a strategic level. This applies to all services, whether they are provided by the local authority, NHS, other public agencies, or by the private and voluntary sectors.’

4 Outcomes-based Commissioning it recognises the importance of meeting the needs of groups/ communities/ populations at a strategic level rather than thinking about a single service it considers meeting needs with services provided by public, private or VCS organisations

5 Outcomes-based Commissioning is: A collaborative cycle of activity that invests resources to get the best results to meet local needs Prioritising investment A learning process that responds to change and demand An opportunity for providers from all sectors to demonstrate how they can deliver outcomes An opportunity for innovation and development of a robust local market

6 Outcomes-based Commissioning is not: –Procurement –Purchasing –Grant giving Buying the cheapest service Getting providers to deliver what we have identified Outputs driven Rigid and inflexible Continuing giving money to do the same old thing if its not producing good outcomes

17 MILESTONES PERFORMANCE TARGET OUTCOME A verifiable, critical point in a project that participants must reach to ensure that a project is on course to achieve its performance target. Specific changes in behaviour, condition that define project /service achievement. Defined by the providers. An end state or vision in a given area. In Outcome Based approach this statement is in the domain of the Commissioner. Commissioners Providers
