2. ® Three Distinct Programs & Application Periods: Assistance to Firefighters (AFG): This is the traditional grant program that was open for applications in March and April. Staffing for Adequate Fire and Emergency Response (SAFER): Geared to volunteer, combination, and career fire departments to help the departments increase their cadre of firefighters. This was open in June 2005. Fire Prevention and Safety (FPS): This section of the 2005 grant program is anticipated to be open for applications in September 2005.

3. ® Key Change: The AFGP is no longer affiliated with FEMA. The Department of Homeland Security has prioritized the grant program, and is now managed by the Office for Domestic Preparedness.

4. ® The purpose of the FP&S program is to assist State, regional, national or local organizations to address fire prevention and safety. The primary goal is to reach high-risk target groups including children, seniors and firefighters. Regional partnerships, state, local, or community organizations (including fire departments) may apply. Private non-profit organizations are encouraged to apply.

5. ® “We encourage applicants to develop projects that address an identified fire prevention need. We encourage applicants to develop innovative projects that have a reasonable potential to be effective. We believe there is a greater benefit to funding projects that have been based on risk assessment. (Assessment) methodology should be discussed in the application (narrative).” Source: FP&S Program Guidance 2004 The Department of Homeland Security is encouraging communities to develop new, innovative Prevention & Safety programs.
