3 Background of the statewide THP-Plus data collection effort Need for statewide data system to measure effectiveness of THP-Plus programs Developed by the John Burton Foundation in close consultation with CDSS, counties, providers, and CC25I Working with CDSS to transfer system to CDSS administration

8 Housing at Program Entrance Entrance data on 762 participants in PTS that entered THP-Plus since March 2008 Housing Immediately Prior Foster care: 30% Homeless, emergency shelter, couch surfing: 19% Renting housing: 13% Stable housing/no rent: 23% THP-Plus: 11% College dorm/incarcerated/other: 5% Housing Model Scattered Site: 63% Single Site: 35% Host Family: 2% 37% of participants had experienced homelessness between foster care and THP-Plus

9 Employment & Education Status at Program Entrance Entrance data on 762 participants in PTS that entered THP-Plus since March 2008 42% employed at entrance –12% full-time –30% part-time Average hourly wage: $9.23

12 Increase in Educational Attainment: 59% exited THP-Plus with high school diploma

13 Other preliminary outcomes 78% gained or maintained health insurance 87% gained or maintained a permanent connection Average enrollment: 8 months

14 Using data to improve services Entrance information: is the program serving the target population? How are participants faring compared to the statewide average (statewide statistics available from the John Burton Foundation)

15 Using data to improve services (con’t) Exit information: what is the average length of program enrollment? Entrance to exit: are participants making appropriate progress? After exit: are participants retaining housing, obtaining and maintaining employment, maintaining permanency?
