1 ............................... BROKENHEAD OJIBWAY NATION COMMUNITY MEETING June 23, 2015 4:00 PM – 7:00 PM Information on the PTH 59N and PTH 101 Interchange Project and the proposed Wenzel Street Realignment and their impact on BON land in East St. Paul will be presented.

2 BACKGROUND » The original design for the PTH 59N and PTH 101 interchange was completed in the mid 1990’s and updated in 2010 and again in 2011. » The current PTH 59N - PTH 101 interchange configuration, which includes two traffic signal controlled intersections, is the 1996 construction detour that was built to allow for future construction of the interchange. » The existing layout is unusual, and operational and safety issues have arisen at the two intersections since their construction, and conditions continue to deteriorate. » As traffic volumes have increased, the intersection layout has reached the end of its effective service life. » The Wenzel Street realignment was first identified in the 2000 PTH 59N – PTH 101 interchange study, before BON acquired the land for TLE purposes.

3 TREATY LAND ENTITLEMENT PROCESS » Brokenhead Ojibway Nation is signatory to the 1997 Treaty Land Entitlement Framework Agreement which sets out the process under which TLE lands are selected or acquired by member First Nations. » In 2008 Brokenhead Ojibway Nation purchased parcels of land located in the RM of East St Paul from Mr. John Buhler. Total amount of land purchased 470 acres. » Clause 13 of the Framework Agreement contains a process that allows Manitoba Infrastructure and Transportation to require land for planned future highways to be set aside and not included in the future reserve. » In 2000 Manitoba completed an engineering study that recommended Wenzel Street be realigned and connect with PTH 59N at PR 202 (Birds Hill Road) which was prior to BON acquiring the Buhler property.

4 CURRENT CONSTRUCTION PROJECT PTH 59 AND PTH 101 CURRENT PROJECT COMPONENTS » New interchange at PTH 59N and PTH 101 and realignment of PTH 101 in the vicinity of the interchange. » An upgraded intersection at PTH 59N and PR 202 with a traffic signal and additional turning lanes, which allows for a future interchange. » Six lanes on PTH 59N between PTH 101 and PR 202 and allow for six lanes on PTH 101 in the future. » Through-Pass Crossing of PTH 101 at Raleigh/Gateway Street corridor that accommodates an AT path and separate emergency vehicle crossing. » Closure of at-grade intersection along PTH 101 and PTH 59N and hard surfacing of selected service roads. » Redirect Knowles Avenue traffic to the extension of Headmaster Row.

5 CURRENT AND FUTURE PROPERTY IMPACTS FUTURE PROPERTY IMPACTS »BON owned land will be impacted as part of the future phases. »The following slides present details of the project affecting BON lands. CURRENT PROPERTY IMPACTS »The PTH 59N and PTH 101 project will have direct impacts on some adjacent properties.

6 CURRENT CONSTRUCTION PROJECT PTH 59N AND PR 202 – PHASE ONE To improve traffic flow and safety along PTH 59N: »Upgraded intersection at PTH 59N and PR 202 with traffic lights and additional turning lanes »Accesses at Pritchard Farm Rd., McGregor Farm Rd., and Wenzel St. to PTH 59N will be closed. »The Pritchard Farm Rd. and McGregor Farm Rd. accesses will not be closed until the new intersection is operational. Construction of this will occur starting this summer and over the next three years.

7 CONCEPTUAL FUTURE PLAN PTH 59N AND PR 202 – PHASE TWO » The realignment of Wenzel Street is not part of the current design- build project. » Wenzel Street will only be realigned after negotiation of the lands have been concluded with BON.

8 CONCEPTUAL FUTURE PLAN PTH 59N AND PR 202 – PHASE THREE » The conceptual future interchange plan is not part of the current design-build project. » The interchange will only be constructed in the future when the traffic warrants it.

9 MIT NEXT STEPS » Construction on the new interchange at PTH 59N and PTH 101 starts summer 2015. » Review information received today at Community Meeting. » Continue discussions with Chief and Council to proceed with land acquisition.
