Strategic Documents First National Message (FNM) and National Action Plan (NAP) have been developed at the support of 100 acting experts from 30 Ministries, Research Institutes and NGOs; First National Message of Tajikistan on climate change was developed in 2001-2003 and in October 2002 it was presented at Framework Convention Secretariat and at the 8 th Session of UN FCCC conference (October 22 – November 1, 2002) in New-Delhi, India; FNM of Tajikistan allowed informing Framework Convention parties on volumes and dynamics of greenhouse gas emissions, natural resources vulnerability rates, population’s climate change- related economics and health, measures undertaken and planned for implementation to facilitate climate change effects; NAP defines basic priorities and focuses of measures of Tajikistan on climate change problem-solving, need for capacity development on further addressing and expansion of scientific knowledge on climatic system, key trends of international cooperation.

NAP envisages a complex of measures focused on: i) sources and sinks of greenhouse gas emissions; ii) initial evaluations of adaptation to climate change; iii) optimization of systematic observation network; iv) professional training and public awareness. Second National Message of Tajikistan on climate change was developed in 2006-2008 and in December 2008 it was presented at Framework Convention Secretariat and at the 14 th UN FCCC conference.
