2 Destination Innovation Program creates a culture that invites innovation and rapid adoption of new practices. The intent of this program is to encourage Mn/DOT employees to deliver projects that help move Mn/DOT forward in one or more of its Strategic Directions; Safety, Mobility, Innovation, Transparency and Leadership. Projects funded through this program must demonstrate innovation and advance the department's Strategic Vision. All Mn/DOT employees are eligible to submit requests. DESTINATION INNOVATION PROGRAM

3 Improve traffic safety during snow and ice operations on I-94 from St. Cloud to Rogers. Workers on this corridor are nervous, including law enforcement, emergency responders, tow truck operators. Many drivers are distracted. Original E-Jam Innovation

4 During snow events visibility along the corridor is reduced and road surfaces have reduced friction. Many motorists are unaware of the existing conditions or the potential for existing conditions to suddenly change and are caught off-guard. When this situation occurs, the potential for more frequent vehicle crashes or run-off-the-road incidents is much greater, as speeds along this stretch of I-94 are typically higher than in other areas of the corridor. CONCERNS IN THE INITIAL PROPOSAL

5 Original stakeholder meetings identified operational issues with existing infrastructure. Concerns extended beyond winter snow and ice operations to planned and unplanned operations in all seasons. Additional maintenance operations on cable median barrier, increased need for targeted enforcement, increased incidents with greater traffic impact. INITIAL INVESTIGATION

6 To improve safety for snow and ice and other work zone operations by providing unaware drivers with advance notification of the presence of maintenance, work zone, incident management and law enforcement vehicles in order to reduce crashes and improve safety along the project corridor. PROJECT GOAL

8 Extend communications and data fiber from TH 101 to TH 15. Identify traffic management infrastructure needs. Move all existing infrastructure onto the fiber optic network. Provide travel information. Facilitate and enhance other SCorE deployments. RTMC Backbone Extension

9 An LPR alerts police officers, deputies and state troopers to wanted persons, drivers with suspended, revoked or cancelled driving privileges and stolen/wanted vehicles. Pilot project has license plate readers on a single squad car. License Plate Readers (LPR)

10 A driver with a suspended/revoked/canceled license is: 2.2 times more likely to be involved in a Fatal crash; 2.1 times more likely to be involved in an A-Injury crash; 1.5 times more likely to be involved in a B-Injury crash; 1.1 times more likely to be involved in a C-Injury crash; and LESS likely to be involved in a PDO crash than driver with a valid license.

11 Installing seven stationary license plate readers. Included in RTMC Backbone extension. Any law enforcement agency can utilize stationary LPR. Is not automated enforcement, aids law enforcement in identifying violators. Corridor Enhancements via Technical Enforcement

12 The SCorE WZARD project focuses upon the design, integration and operation of a coordinated network of fiber communications and technology to improve traffic safety. Work Zone Accident Reduction Deployment
