4 Unit 3 Project To prepare for this project, you will contact a human services agency in your area and obtain the following information: 1. Name of agency – include if this is in a city or a rural area 2. Clients/consumers served 3. Social problem addressed 4. A copy of its mission statement, and the goals and objectives of the agency.

5 Unit 3 Project While there is no such thing as a right or wrong viewpoint on social problems, there are a lot of emotions, values, morals, and judgments that are associated with service delivery to the most needy in our population.

6 Unit 3 Project Based on the information you gathered about your chosen agency, please discuss the following: Discuss who is served and the nature of the social problem addressed by the agency you chose. Identify the goals and objectives of your chosen agency and analyze each of them using the three criteria in the text: – Clarity – Measurability – Manipulability

7 Unit 3 Project How might the location of the agency (rural or urban) influence the goals and objectives set by the agency? Which of your own values came into play as you did this project, and how did that influence your evaluation of the goals and objectives of your chosen agency?

8 Unit 3 Project Project Guidelines: This project should be between 1000-1200 words not including your title and reference pages. While the text is your main reference for this project, you are also required to use a minimum of two articles from a peer reviewed journal from the Kaplan Library using the Academic Search Premier database. You are required to give credit to the sources you use, and to use proper APA formatting. Refer to the APA Quick Reference for help with APA, or access the Kaplan Writing Center or contact your instructor. Remember that all work must be your own and that plagiarism is not tolerated. Be sure to review the plagiarism policy in your syllabus.

11 Unit 3 Why Are We Here: Utilizing Goals and Objectives Many of us work on goals and objectives within our own organizations or in our home life without really thinking about it. You have set goals to graduate from Kaplan and objectives to reach that goal, like doing these assignments. As an employee in a human services agency, you might wonder: Why are we in business? Do our policies and programs really help those in need? How did they determine this was a necessary program and who are “they?” Goals and objectives help give us focus, a path to follow, and direction in our daily work.

12 Unit 3 Why Are We Here: Utilizing Goals and Objectives In this unit, we explore the value of goals and objectives in agencies in our communities, as well as how our own values come forward in our analysis

15 Unit 3 Goals The first of the six elements is goals and objectives “…goals and objectives are of vital importance because all six of the fundamental elements of the program/policy under study (e.g., eligibility rules, service-delivery features, etc.) must be judged on the basis of their contribution to its goals or objectives.” 1) What are the two types of goals?

16 Unit 3 Goals Latent and Manifest 1. What are Latent goals? Theoretical conclusions Unstated and hidden “… much less global, less inferential, and they are traceable to sources that can be observed directly; they are based on evidence from statements in such visible sources as legislative bills, administrative documents, and judicial decisions…”

18 Unit 3 Latent Goals 1. To ensure a supply of cheap labor to the economic system 2. To ensure that discontent among the poor does not rise to levels where it becomes a major threat to social order

19 Unit 3 Manifest Goals 2. What are Manifest goals Public / Explicit stated purpose Clearly stated Section 8 Housing ex. Provides safe adequate housing to low income individuals

20 Unit 3 Latent vs. Manifest Goals Latent ex.- federal government’s Section 8 Housing program to offer substantial rent subsidies to low- income families. Manifest ex.- to make safe, adequate, and affordable housing available to the poor. Latent ex.- gradually depopulate housing projects in inner cities so that they can be torn down and redeveloped as luxury apartments and condominiums.

21 Unit 3 Goals vs. Objectives A goal is an abstract and general statement of desired outcomes, an objective is a specific, empirical, operational statement about a desired, observable outcome.

22 Unit 3 Goals vs. Objectives cont… A goal conveys a clear idea of what the program wishes to accomplish. Ex. Literacy, Inc.’s goal is to increase the command of English among nonnative speakers so that they can create a new life in an unfamiliar country But notice how this goal could concern several very different objectives:

But notice how this goal could concern several very different objectives: ■ To increase reading competence to the sixth-grade level where employment advertisements can be read with comprehension of the job location, work conditions/wages, and required skills

24 Unit 3 Goals vs. Objectives cont… ■ To increase the ability to understand spoken English at a level where conversation with the average U.S. high school graduate can be conducted to the linguistic satisfaction of both parties ■ To increase the ability to read and speak standard English to eliminate any linguistic barrier to passing the GED high school certificate examination

25 Unit 3 Goals vs. Objectives cont… Why Have Both Goals and Objectives? Both goals and objectives are needed because they serve different purposes. Statements about objectives are essential for 2 reasons. 1. They give the operational outcome toward which program operations are directed, and no administrator can make decisions about daily issues like budgets, money among various program operations, and hiring and firing without a concrete objective in mind.

26 Unit 3 Goals vs. Objectives cont… 2. Programs cannot be evaluated for effectiveness unless there is an objective to serve as a measurable standard against which data from actual achievements can be cast.

27 Unit 9 Policy / Program Success Why should we measure social policy and/or program success? “The function of social program goals and objectives is to keep the policy or program going in the desired direction, that is, toward solution of the social problem.”

Objective 1: Increase parenting skills by 20% by March 2010 as measured by Strengthening Families Program (SFP) pre/posttest Objective 2: Decrease the incidence of child abuse and neglect by 20% by January 2011 as measured by Family Services records, baseline 1500 cases, 2010).
