3 Delay in Payment Lack of Infrastructure – More number of Bank Branches & post offices should be opened Mobile Post office(seoni-MP Model) Lack of Human resource- less no of staff at sub-post office,branch post office (mostly only one person) Incapacity of staff to make wage payment (Additional staff to be allowed from Administrative Expenditure) Institutional regulations Bank account for Sub-Post office(now only Head post office having account in bank). Fund Release based on MPR (Atleast some advance 25%)

5 MOBILE POST OFFICE INNOVATION

6 Mobile Post Office i.e M.P.O is a model of financial inclusion where wages of labourers in Mahatma Gandhi National Rural Employment Guarantee Act (NREGA)programme & other schemes are paid at the beneficiaries doorsteps.Its a unique arrangement where wage payments in Mahatma Gandhi NREGA are paid through M.P.O to unbanked population. It started in Seoni district,Madhya Pradesh where an agreement was signed between Superitendent Post office & Chief Executive Officer Zilla Panchayat Seoni,,MP. What is it ? Where ?

7 Agreement signed with Post office to increase the cash limit of B.P.O & for extended cooperation Opening of accounts of Job Card labourers in post offices.77% of total no of accounts in district opened. The RBI Circular DBOD.No.BL.BC. 58/22.01.001/2005-2006 states that” NGOs, MFIs & Trusts, Cooperative Societies, section 25 companies and Post Offices among few others may act as Business Correspondents” So what we did ?

O accounts.Seoni first in state in womens labour achievement.Source MIS Pro-illiterate, as no middlemen, intermediator,writer for wage slips,withdrawal forms filling required. Advantages

9 Work Completion Rate

10 Reasons for delayed in completion of works – Geographical like finding of hard rocks during the execution of work (Jharkhand) – Engagement of MGNREGA personnel for other administrative work like election duty etc. – Natural calamity like floods, cyclone etc. – Inadequate technical personnel because of non- availability of diploma holders and less remuneration.

11 Contd. Inability to close the works sanctioned before the year 2008-09. – Suggestions: Partial closure may be allowed for the works till the year 2008-09. Detailed advisory on partial completed works/suspended works/abandoned works and how to work on this to be issued from Ministry. Low completion of works undertaken on private land – Gram sabha consented about the works but during the execution due to disputes among the landholders or other reasons work could not be completed. Problem of labour availability in near by urban/semi-urban areas. Workers moved to urban/semi-urban areas if they get better wage.

12 Regulation for Opening of New Works There should be regulation for opening of new works with following condition: – Labour potential of the particular GP to be considered. – Seasonality to be considered. – If size of GP is big then ward-wise ceiling may be considered. – Age-wise cap for work may be considered like plantation scheme. – Cleaning up data on MIS for works which has two work ID.

14 Infrastructure related issues Lack of electricity connectivity at the block and GP level Lack of internet connectivity at the block and GP level Lack of Regular Manpower to enter MIS data Not able to recruit dedicated data entry operator at GP level due to limitation of 6% administrative expenditure head MIS data should not be the only condition for fund release, GOI may consider MPR data also for fund release

15 MIS Operational Issue Inconsistency in reflection of MIS Data In Delayed payment report, the details of musters should be shown. During entry in fund transfer module, the time period of session is very small. Helpdesk for MIS (24 X 7) All changes in MIS should be communicated through MIS in writing.
