4. © 2002 EUROCONTROL 4 One Sky for Europe EUROCONTROL Observations FAA and Eurocontrol are generally in the same evolution to a more performance driven approach (OEP, SPF). Not all decisions will be driven by performance metrics (yet). Metrics are the means not the objective.

More detailed operational concepts are required to identify activities and associated metrics. How to USE the metrics: What do we do with the metrics to take decisions.

Metrics shall differentiate between local results versus systematic results, and identify the limits of aggregating? Need for a proper co-operation forum on metrics.

Work on this topic must continue in a structured & co-ordinated way (AP2 and AP5 take the lead in this). A common framework of performance metrics will be a binding force between several FAA and Eurocontrol activities that are co-ordinated through the action plans.
