4 © 2002 EUROCONTROL 4 One Sky for Europe EUROCONTROL Observations FAA and Eurocontrol are generally in the same evolution to a more performance driven approach (OEP, SPF). Not all decisions will be driven by performance metrics (yet). Metrics are the means not the objective.

5 © 2002 EUROCONTROL 5 One Sky for Europe EUROCONTROL Observations There is a strong need for a common (global) framework of well understood performance metrics. More detailed operational concepts are required to identify activities and associated metrics. How to USE the metrics: What do we do with the metrics to take decisions.

6 © 2002 EUROCONTROL 6 One Sky for Europe EUROCONTROL Observations Consistent use of VDR is strongly recommended. Many metrics are concept independent: Tailoring to a concept may reduce extension to other concepts Awareness of available operational data.

7 © 2002 EUROCONTROL 7 One Sky for Europe EUROCONTROL Observations Limitations in associating metrics with individual or specific capabilities shall be explicit. Metrics shall differentiate between local results versus systematic results, and identify the limits of aggregating? Need for a proper co-operation forum on metrics.

8 © 2002 EUROCONTROL 8 One Sky for Europe EUROCONTROL Conclusions The meeting achieved its objectives. Work on this topic must continue in a structured & co-ordinated way (AP2 and AP5 take the lead in this). A common framework of performance metrics will be a binding force between several FAA and Eurocontrol activities that are co-ordinated through the action plans.
