3 State Plan Status DOL released a Guidance Document and is requesting comments. The Comment period closes on 10-5-15. DEED is considering a Combined Plan approach, being more inclusive of the required federal titles that are included in the WIOA law. Meeting with Program Administrators to discuss the impact of a Combined Plan.

4 4 Workforce Development Areas – Planning Regions EDRs 1,2,4,5 align with WSAs 1 and 2 EDR 3 aligns with WSAs 3 and 4 EDRs 6w, 8, 9 align with WSAs 6 and 7 EDRs 6e, 7w, 7e align with WSAs 5 and 17 EDR 11 aligns with WSAs 9, 10, 12, 14, 15 and 16 EDR 10 aligns with WSAs 8 and 18 1 3 2 4 56

5 Regional Plans WIOA did not offer a framework, only planning elements. The National Governor’s Association has suggested using “Collective Impact” as a framework. What would that look like?

6 Necessary Conditions Common Agenda – participants share a vision for change Shared Measures – Agreement on how progress/success will be measured. Mutually Reinforcing Activities - diverse group of players from various sectors coordinate differentiated activates. Continuous Communication - engaging in frequent/structure communication Backbone Support – dedicate staff and resources to guide the process Components of Success Governance & Infrastructure– the organizing principles and oversight process Strategic Planning– knowing the region’s needs and resources to achieve goals System Involvement – engaging stakeholders in the process/as part of the solution Evaluation & Improvement – data-driven strategies that can be measured Collective Impact

10 Process for Moving Forward State Plan Feedback will be submitted by October 5 th A planning group will be formed in October Due to DOL on March 3, 2016 Regional/Local Plan Planning document is being drafted Consultation will occur in September Document to be made available in October Plan will most likely be due in April/May (No date set yet) Meetings around Regional Planning have begun
