5 Teacher Information Management System (TIMS) The current Teacher Certification System (TCS) is scheduled to be replaced by TIMS in September 2011: – Online tool for all types of applications and certificate areas – Interactive capabilities for applicants, IHEs, LEAs Increased service capabilities for applicants, IHEs, and LEAs Prototype samples on following pages, items in RED are used for descriptions of the page

Tomalis, Secretary of Education www.education.state.pa.us New for Charter Schools The new Teacher Information Management System (TIMS) will allow: 1.Charter school teachers who do not currently hold a Pennsylvania certificate to –Register online through TIMS for Charter School Teacher Designation – List educational degrees and assessments completed 2.Allow for HQT determinations within the system

Tomalis, Secretary of Education www.education.state.pa.us Level I Certificate Valid for 6 years of service time (clock starts when employed on the certificate) – Full-Time service on certificate – Long-Term Substitute for 45 or more days in a single assignment, and then 50% or more of the school day or week – Charter School Experience is optional (24 P.S.§ 17- 1724-A) Must be converted to a Level II (permanent) certificate during the validity period of the certificate or it will lapse All instructional certificates held by the educator will convert to Level II simultaneously, or lapse simultaneously

Tomalis, Secretary of Education www.education.state.pa.us Level II Conversion To convert to a Level II certificate, educators must complete: 3 years of satisfactory service 24 post-baccalaureate credits – 6 credits of Special Ed/inclusion or – 6 credits of SAS PA approved induction program

Tomalis, Secretary of Education www.education.state.pa.us Level II Credit Requirements Initial Instructional issued BEFORE 9/22/07 does not affect you even if applying after 9/1/2011 areas added after 9/22/07 are not affected since it is not an INITIAL certificate Initial Instructional issued AFTER 9/22/07 6 inclusion or SAS credits required Level II credits taken before 9/1/2011 accepted, remaining credits taken after 9/1/2011 must meet the requirement –Example: 21 credits completed before 9/1/2011, the remaining 3 must meet the inclusion/SAS requirement

All educators holding PA certificates must comply with ACT 48 Certificates are kept active by completing 180 hrs. of professional development during each 5 year reporting period. –Collegiate credits (6 credits = 180 continuing education hours) –PDE-approved in-service and continuing education credits

Tomalis, Secretary of Education www.education.state.pa.us Reactivating an Inactive Certificate Voluntary Inactive Status –Submit form PDE 338 R-2 and evidence of 30 hours or 1 credit earned within the prior 12 months –Once active status granted, educator will have balance of the original five-year period to complete the remaining hours to fulfill Act 48

Tomalis, Secretary of Education www.education.state.pa.us Reactivating an Inactive Certificate Involuntary Inactive Status –Once an educator has met the Act 48 requirements for the period (180 hours of professional education or six collegiate credits) and they have been submitted to PDE, the Teacher Certification System will automatically return that certificate to active status and assign a new five-year compliance period

Tomalis, Secretary of Education www.education.state.pa.us SUBSTITUTE TEACHER CERTIFICATION/PERMIT OPTIONS District’s Need for Substitute Hire SituationsParameters of UseMethod of Application Day to Day Substituting No greater than 20 days in same assignment Candidate Holds PDE Active Certification Active Level I/Level II Certificate 1.Can be substitute teacher within their area of certification for an unlimited number of days. This includes retirees. 2.Need Emergency permit outside subject area 1.No application necessary 2.06 permit upload 2. Locally issued emergency permit Candidate Holds Inactive PDE Certification Inactive Level I/Level II Certificates 1.Can substitute within their area of certification for a total of 90 days per school year. 1.Retirees can substitute on an inactive certificate for a total of 180 career days, then 90 days each year. 2. Cannot substitute outside subject area without an 06 emergency permit or locally issued day-to- day substitute. This includes retirees. 2. If issued an 06 emergency permit – can only substitute for 90 days in the school year. 1.No application necessary if substituting in subject area of certification. 2.06 permit upload – if substituting outside of subject area on certification. 2. Locally issued emergency permit issued. Local Issuance Emergency Permit 1.May be issued by the chief school administrator to persons holding a valid Pennsylvania certificate Level I/Level II - active or inactive. 2.This issuance is only good for the school district in which it was locally issued. 3.Good for 20 cumulative school days in each subject outside of their certificated area(s). Prepared by the district. Be sure to maintain a copy in the substitute’s personnel file for auditing purposes.

(Unless for a school nurse.) 2.Permit allows holder to do day-to-day substituting in any subject area; but, a single assignment may not exceed 20 cumulative days. 3.Most 06 issuances are done via the online system via the PDE website, Teacher Certification System. 1.06 upload via PDE online system with completion of the PDE 338 E and 338 G applications on file at the district. Long Term Substituting Long-term substitute position which will exceed 20 cumulative days in a single assignment. Type 04** Long Term Substitute – No Educational Obligation 1.Must hold a bachelor’s degree. 2.Issued for a single assignment only. 3.Limited to one (1) initial application and one (1) subsequent application. 4.LEA must post long-term substitute position for a minimum of 10 days on the school entity’s website. If no qualified candidate has been identified, a Type 04 permit application may be submitted. ** 1. Completed PDE 338 E and 338 G applications submitted to PDE for issuance. Tomalis, Secretary of Education www.education.state.pa.us SUBSTITUTE TEACHER CERTIFICATION/PERMIT OPTIONS *The internet upload (type 06) option may not be used for applications for non-citizens, or any applicant that has checked any box other than “no” to any question in Section IV – Background on the PDE 338 G form. **A school district may apply for an Emergency Permit on the behalf of a candidate prepared outside the United States who does not hold an immigrant visa or Green Card, if the district is applying for a: Type 08 (Exchange Teacher, Cultural Exchange or Visiting Scholar) Type 01 or 04 (Foreign Language)

Areas that cannot be added-on in this way: Elementary Early Childhood Education All Special Education Areas Any areas with tests that have no qualifying score Reading Specialist Cooperative Education Health & Physical Education Area of certification is not added-on automatically by taking the test!. New certificates will be issued for: – Grades PK through 4 – Grades 4 through 8 – Special Education PK-8 – Special Education 8-12 Administrative program guidelines have also changed Endorsements created in 2010 –Autism and Coaching

Tomalis, Secretary of Education www.education.state.pa.us New Programs Include: 190 hrs. of field work plus 12 wks. full-time student teaching (New guidelines being developed) 9 credits or 270 hrs. of adaptations & accommodations for diverse learners in an inclusive setting 3 credits or 90 hrs. of meeting the needs for English Language Learners

Competencies will be assessed for candidates and programs will be evaluated on the competencies
