General Introduction What is Itms? ITMS: International Transfer Matching System ITMS was established by FIFA to transform the international transfer market: 1. Centralisation of all documents 2. Transparency of all payments 3. Protection of players, including minors 4. Standardisation of transfer process

4 General Introduction Key principles Open access
The system is available via the internet (with appropriate security elements) Disclosure The two clubs involved in a transfer must disclose the details of that transfer in the system, including payment and banking details Matching The details disclosed by the two clubs must match – otherwise the transfer is not valid Standardisation All international transfers should be handled in the same way (according to FIFA Regulations) Complete and correct All necessary information must be entered and must pass validation Confidentiality Only the two clubs (plus their confederations, associations and FIFA) can access the transfer details and related documentation

General Introduction Why is mandatory? Annexe 3 of the regulations Article 1.5: the use of ITMS is a mandatory step for all international transfers of professional male players within the scope of eleven-a-side football, and any registration of such player without the use of ITMS will be deemed invalid. 1. Professional players cannot be registered with a paper ITC. 2. Releasing association cannot respond to an ITC request outside ITMS for a professional player. 3. Player cannot play in official matches for his new club until the ITC process is complete.

Confirm players newly added in ITMS who are currently registered in their association. Complete ITC procedure and minor applications involving their affiliated clubs. Provide training and support to affiliated clubs. Reflect national disciplinary decisions in ITMS.

Key question: What will be the status of the player in the new club? Player’s status in former club Player’s status in new club Transfer in ITMS? Amateur No Professional Yes Transfer must be entered RIGHT AFTER contract is signed in order to trigger the electronic ITC!

Article 2.2: A professional is a player who has a written contract with a club and is paid more for his footballing activity than the expenses he effectively incurs. All other players are considered to be amateurs. The player is 18 OR the new association received approval from the sub-committee of the Players’ Status Committee The club(s) involved entered all relevant information in ITMS (including financial data). The information is supported by required documentary evidence The identity of the player is confirmed by the former association The ITC request is made at the proper time. The ITC is created in ITMS and the player’s registration date is confirmed If applicable, the new club declared all payments made in real life and uploaded the respective proof of payment Clubs Clubs

Total fixed remuneration calculator (TFR) WHO The new club is obliged under art 4.2 of Annexe 3 to provide certain compulsory data when creating instructions. WHAT The total fixed amount that a player will receive over the full length of his employment contract. This figure includes sign-on fees and other money paid by the new club to the player. It does not include conditional bonus payments, such as performance-related bonuses.

If two clubs have signed a transfer agreement, the system will not be able to create a match between the engage and release transfer instructions unless the basic fields are the same: Engage v. release Permanently v. on loan Against payment v. no payment Instruction type Select appropriate player Player Correct counter club selected Counter club

Once the system creates a match between two transfers and if certain details are not the same, there could be discrepancies called “matching exceptions” that prevent the transfer process to continue. To speed up the resolution of matching exceptions, ITMS provides indications on: Where the mismatch is The information entered by the counter club To solve a matching exception, communicate with the counter club and amend the information accordingly!

Select if the loan at the new club has been extended for a period of time. Extend Loan Select if the new club wishes to engage the player permanently instead of on loan. Loan to Permanent Select when a player’s loan contract with the new club has ended and he is returning to his original club with whom he has his employment contract. Return from Loan Select if a player’s loan contract with the new club and employment contract with the original club have both ended. Confirm Conclusion

ITMS further support Itms Transfer statuses The transfer instruction is not yet complete or has not been confirmed. Check that all required information is entered and documents uploaded before confirming the transfer instruction. Pending The counter club still has to enter details and/or confirm the transfer instruction. Contact the counter club to check the status of their transfer. Awaiting counter instruction A new player has been manually added to ITMS. The player’s identity must be confirmed by his former/releasing association. Awaiting confirmation of player Mismatch in the transfer details between matched transfer instructions that prevents the transfer from proceeding. Contact the counter club and review both sets of transfer details to determine who needs to update them. Matching exception The club’s transfer process is now complete. It is now the responsibility of its association to request the ITC. Awaiting ITC request

49 Itms Transfer statuses
ITMS further support Itms Transfer statuses The former association must respond to the ITC request within seven days of the request date. The association can either deliver or reject the ITC request. The player’s passport must be uploaded before delivering the ITC. Awaiting ITC delivery The ITC has been delivered by the releasing association. The new association must confirm receipt of the ITC and enter the player registration details to complete the process. Awaiting ITC receipt The releasing association has rejected the ITC request. The new association must accept or dispute the ITC rejection, as applicable. Awaiting response to the ITC rejection The releasing association has not responded to the ITC request within 15 days or FIFA has intervened and granted provisional registration. The new association must confirm the provisional registration. Awaiting confirmation of provisional registration Once all payments have been declared in ITMS and the respective proof of payment has been uploaded, the status will change to “closed”. Closed – awaiting payments
