The guideline for digital signature of the EU and the German law on digital signatures shall be the basis of all applications. Encryption of all communication processes outside administration networks with special security will become necessary. Products that allow foreign states to read electronic communication cannot be accepted. Esp. Limited key length or key recovery shall not be used.
