3. 3 Project Major Objectives Project Major Objectives  To assist municipal authorities in mastering project approach and tools of sustainable development.  To improve management skills of management companies by transfer of best EU practice.  To implement pilot projects on energy management in public buildings.  To design a training system including courses for municipal employees, managers and house-masters.  To assist in establishing partnerships between actors of the housing and communal services market in cross border areas of Russia and Finland.

6. 6 Project Results  Creation of new practices, methods and mechanisms for implementing public–private –partnership principles in North-West Russia (a set of information materials: manual for management companies and housing cooperatives, surveys of EU best practice, bulletins, web-site).  Effective innovative technical and IT solutions for implementation of projects in housing and communal services sector (2 pilot projects: public school and residential house).  Modern training system for key actors in housing and communal services sector (2 sets of training materials, 3 training courses, 1 seminar, 2 study tours to Finland ).
