2 Mission n Support poverty reduction and sustainable development actively engaging the non-governmental organizations in the process of collaboration with each other, as well as with Governments, intergovernmental structures, international organizations and all interested institutions Network Goal n Consolidation of efforts of non-governmental organizations and collaboration with each other for the overall development of social partnership, support for the solution of social issues, as well as for the elaboration and execution of efficient and effective social policy in the region.

3 Network Objectives n Network Objectives n Creation of opportunities and effective mechanisms for interaction among NGOs in the region. n Elaboration and execution of joint programs promoting the solution of acute social issues in the region. n Elaboration and development of effective forms and mechanisms for collaboration between intergovernmental structures, international organizations, and NGOs in the region.

4 Network Objectives n Development of collaboration between legislative and executive bodies of the state and NGOs for enhancing effectiveness and productivity of social policy programs in the countries of the region. n Ensuring exchange of experience, information, technologies, and techniques related to social sphere between NGOs. n Pooling funds for achieving the goals set forth to the Network.

5 Leading principles n We recognize that despite different characteristics of economic development in the countries of the region the problems as unemployment, health problems, mass migration, violation of the human rights and womens rights in particular; environment deterioration remain unsolved. The vulnerable groups as elderly, children and youth; disabled; and refugees require active social support throughout the region. n We understand that within democratic societies the effectiveness and efficiency of measures to address social issues are formed by the interaction and partnership of various independent actors, including NGOs.

6 Suggestions for Establishing Partnership and Provision of Independent Expertise n 1. Partnership in organizing of training seminars and joint events in favour of: n Further capacity building of the public administration; n Mobility of public servants among BSEC member states; n Transfer of a know-how, of experience and best practices of public administration between countries;

7 Suggestions for Establishing Partnership and Provision of Independent Expertise n Partnership in: n 2. Development and implementation of pilot projects on regulatory reform principles in the field of institutionalization of the contacts between the central/ local administration and the NGO sector; n 3.Organizing and carrying out survey studies on corruption and maladministration in the Member States; n 4. Dissemination of useful information coming from BSEC and its working groups, using the home page of the Network.

8 Suggestions for Establishing Partnership and Provision of Independent Expertise The provision of the independent expertise could include regular delivery of independent records (expertise) on existing situation in the field of the institutional renewal in every BSEC member with particular accent on: intensity of the contacts and collaboration between the central/ local administration and the NGO sector; NGO activation level in the provision of public services in member states (the delegation of such services); level of deinstitutionalization of some of the social services and the decentralization of the public administration.

9 How we could collaborate n Regular contacts with the Joint Working Sub – Groups in the ; n Regular contacts with national delegation members; Developing common projects and initiatives.

10 The Aim of Combining the Efforts Improvement of the relations between state and society and in particular for: n The implementation of social dialogue systems; n The introduction of cooperation methods with the private sector of economy, as well as with organizations of the civil society; n The implementation of systems for the qualitative improvement of the public service delivery procedures;

11 The Aim of Combining the Efforts For solving particular problems such as: n Development of service provision contracting systems in those countries, where NGOs have essential role; n Exchange of experience on advanced practice of effective cooperation between Central/Local Authorities and the NGOs.
