2 2 Objectives and Overview of components EU - IT Pilot Projects objective is to support Kosovo government in improving quality and efficiency of education by: ICT trainings, usage of ICT in teaching process and establishment of EDUNet Pilot Project will work with ~35 schools and education institutions, which will be used as a test bed for use of ICT and e-learning in education to assess the level of assessment and commitment of stakeholders The project is linked to 1 Million Euro Suppliess Tender to equip beneficiaries. The project has 5 main components: eReadiness and Policy of eEducation Identification of Pilot Schools and Equipment required ICT trainings and training institutions Development of eContent for Education Development of EDUNet and community portal

3 3 Background 1/2 MEST has established a department and dedicated a person responsible for ICT development in The national telecommunication company PTK is building fibre infrastructure which will ensure broadband (or wireless) access across the territory of Kosovo for all 1.135 schools in Kosovo In 2009 MEST has committed its own resources for deployment of IT equipment to at least 50% of all schools in Kosovo. MEST has been supporting a on European Computer Driving License (ECDL) training and certification of teachers managed by the American University Kosovo Students in primary and secondary schools receive only basic computer skills training. The topic Informatics is optional in primary schools and it is obligatory in secondary schools.

4 4 Background 2/2 The five Didactic Centers established in Kosovo (in Gjilan, Prizren, Peje, Gjakova, Ferizaj ) should serve as resource centers available to teachers but they are under resourced and have low capacity to do this properly. They need new equipment, training and recruitment of new staff, efficient coordination and monitoring of their work by MEST. The University of Pristina is an important stakeholder for execution of this project and has the capacity to provide effective support. There is University IT Center which executes/has a central role for university Virtual Private Network and they also provide support for their users. IT Center employs 5 employees and there are seven servers on disposal.

7 7 Our wish-list towards participants & preconditions to MEST: Provide list of schools (IT equipment and staff) & teachers (in/after ECDL training) Support pilot schools in adaptation of classrooms to host equipment Revitalize DCs (fill vacancies, employ 1 new e-learning consultant, define coordinator) to UP: define person(s) to cooperate on creation of ICT training centre at Faculty of Education and on creation of EDUNet NOC at existing IT Centre Provide space for NOC, cooperate with MEST on recruitment of 2 persons for EDUNet to PTK & Ministry of Transport and Telecommunication: To connect to Internet piloted organizations and to make tariff affordable for schools to Association of Municipalities & MEST: To employ IT technician to serve schools in more complicated cases of maintenance & repair to EC: To publish and resolve supply tender in as short time as possible
