3 Policy Features 'National ICT Policy Review Committee' was formed by the Ministry of Science and ICT in 2009 The policy document is structured as a hierarchical pyramid with a single vision, 10 broad objectives, 56 strategic themes and 306 action items Action items are categorized into: short term (18 months or less), medium term (5 years or less) or long term (10 years or less). 3

4 Policy Features Ownership is assigned multiple stakeholders as mentioned in Policy Implementation is coordinated and monitored by MoICT Strategic themes to be reviewed in three years, whole policy to be reviewed in 6 years with adjusting long term goals 4

5 Vision of the Policy Expand and diversify the use of ICTs – to establish a transparent, responsive and accountable government; – develop skilled human resources; – enhance social equity; – ensure cost-effective delivery of citizen-services through public-private partnerships; – and support the national goal of becoming a middle- income country within 2021 and – join the ranks of the developed countries of the world within thirty years. 5

7 Digital Bangladesh Task Force Formed by the executive order of PMO Headed by PMO Key cabinet members, secretaries and Chairman of key government agencies are member Highest forum to suggest on the implementation of ICT Policy In spite of having no financial agenda, recommendations are generally prioritized in Planning Commission and NEC 7

8 A2I – Incorporating Technocrats Funded by UNDP (& USAID) PS-1 to Prime Minister is the PD Initially developed for implementing e-governance Became the core technical group in coordinating the implementation of ICT Policy Initiative for PPP policy and other ICT related guidelines Capacity building, awareness and consultancy support to public projects- are main agenda Now became Project Implementing organ in collaborating with other Govt Ministries 8

13 13 Key Projects Union Information Centers by Ministry of ICT A2I 500 UISC has been established by Run on a PPP operational model Provided with means of ICT facilities Local youths are operating these centers with Govt support. Women participation is encouraging ICT Facility in rural postal offices E-Centers in 8500 rural post offices within 2015 These e-centers would be equipped with desktop PCs, Laptop, Printers & other ICT facilities with internet connectivity Rural people have more attachment to these post offices than any other ICT facility

Primarily the educational institutes & Govt agencies are supplied. Expanded the capacity to other IT equipments

15 15 Governmental Projects Computer Facility in Schools 2100 secondary schools are provided with Multimedia Classrooms. Others thousands are provided with computer labs with internet connectivity Thousands of teachers of these schools are rained on computer skill & contents Approved projects to implement the theme ‘Connect a School, connect a community’ Key Projects Projects undertaken by other Ministries and Governmental agencies Local Government Ministry is developing Infrastructure (Building, rooms in Union Offices) in remote administrative units Ministry of Health is working to connect health complexes with Video conference facility, specially for rural complexes ICT Ministry has connected all District Commissioners office with a secured network. Extending this project t connect other Govt offices NCTB, Education Ministry & BCC are coordinating the content development for sectional users. BCC is mentoring the hosting of all available contents in National Content Repository

16 Most of the short term goals have been achieved (80%) More than 50% of the mid-term goals have been achieved The Policy has been revised in 2013 Implementation agencies and targets have been adjusted with practical experience The best review framework for policy implementation so far for Bangladesh 16 Implementation Updates
