1 RFID and Telecommunication Services 25th May 2004 DATA BASE forum Sigurd Bolt Sørensen, Bolt Consult Vice - Chairman ETSI-ERM-TG34 ETSI, Sophia Antipolis, 25 May 2004 RFID Standards & Regulations

2 RFID and Telecommunication Services 25th May 2004 DATA BASE forum Frequencies for RFID - LF: 120 kHz to 135 kHz for inductive systems -HF: MHz for smart cards and labels -UHF: 433 MHz for low power, active tags -UHF: 863 to 870 MHz, 902 to 928 MHz and 950 to 956 MHz depending on country -µWave: 2.45 GHz for Industrial applications

3 RFID and Telecommunication Services 25th May 2004 DATA BASE forum Regulatory Standards Current three Generic ETSI Standards: - EN : 9 kHz - 30 MHz - EN : 25 MHz to 1 GHz - EN : 1 GHz – 40 GHz

4 RFID and Telecommunication Services 25th May 2004 DATA BASE forum Current Limitations at UHF in Europe - RFID at UHF currently restricted to band MHz - Must comply with EN Transmitted power < 500 mW e.r.p. - Duty cycle < 10% Impossible restrictions for RFID at UHF

5 RFID and Telecommunication Services 25th May 2004 DATA BASE forum ETSI RFID Standard at UHF n EN does not meet needs of RFID at UHF n Formation of TG 34 within ETSI to address the specific requirements of RFID industry n Design of new ETSI standard EN to satisfy market for RFID at UHF

6 RFID and Telecommunication Services 25th May 2004 DATA BASE forum Principle requirements Draft ETSI standard EN proposes the following: n Shared operation in band – MHz at transmit powers up to 2 W e.r.p. n Mandatory listen before talk function n Operation in sub-bands of 200 kHz n Power levels of 100 mW, 500 mW and 2 W e.r.p.

7 RFID and Telecommunication Services 25th May 2004 DATA BASE forum RF Power Limits at UHF

8 RFID and Telecommunication Services 25th May 2004 DATA BASE forum RFID Transmission Times n Mandatory listen time of >5 msec before each transmission n Maximum period of continuous transmission of 4 sec n Pause of 100 msec between repeated transmissions on same sub-band, or move immediately to another vacant sub-band

9 RFID and Telecommunication Services 25th May 2004 DATA BASE forum Scope of EN n The technical requirements of ETSI Standard EN are based on inputs provided by RFID manufacturers throughout the entire standardisation process. n The standard will permit operation in Europe of product built in compliance with ISO n The standard may not permit operation of some new systems that are currently under development

10 RFID and Telecommunication Services 25th May 2004 DATA BASE forum Regulatory Issues RFID classified as SRD meaning: n Type approval only n Operate within a shared band n No protection n Regulated by new Annex 11 of ECC/ CEPT ERC/Rec 70-03

11 RFID and Telecommunication Services 25th May 2004 DATA BASE forum Status of ETSI Standard EN Predicted Milestones: n Approval of Regulation by ECC in April 04 n Public Enquiry (PE) period ended n PE Resolution meeting completed in May 04 n Expect approval for National Vote by June 04 n Expect publication in OJ in Autumn 2004

12 RFID and Telecommunication Services 25th May 2004 DATA BASE forum Status of ECC/CEPT Regulation Predicted Milestones: n Draft Regulation as Annex 11 to ERC/Rec 70-03, first March 2004 n Approved for Consultation April 2004 n Expect final approval and publication September/October 2004
