3 Slide 3 WGISS CEOS WGISS 22, Annapolis 11-15 September 2006 Introduction GEOSS project: complex organization –Organized by tasks (73 in 2007-09 WP) –Contribution on best-efforts basis like WGISS Observations after 6 months: –Only pro-active task members have an influence i.e. passive contributors are not solicited by other task members –Tasks with vague objectives / milestones / definition of outcomes are not progressing well

4 Slide 4 WGISS CEOS WGISS 22, Annapolis 11-15 September 2006 Strengths of WGISS Good Technical expertise Used to work in similar conditions as GEO: –Best efforts basis, few resources, multi-cultural environment Good overview and coordination across fields of expertise –Lack of System Engineering in GEO –So far GEO Tasks executed independently – potential lack of coherency

6 Slide 6 WGISS CEOS WGISS 22, Annapolis 11-15 September 2006 CEOS Task Force Recommendations Rec.No.12 Ensuring maximum contribution from WGs: –SIT Chair should ensure that the WG Chairs are clear about the tasks which have been allocated to them (specifically CEOS Implementation Plan targets). –WG Chairs should be actively engaged in development of the relevant parts of the CEOS Implementation Plan. –WG Chairs will plan their activities and meetings to best meet the needs of the CEOS implementation plan targets allocated to them, and should report progress regularly to Chair of SIT.

7 Slide 7 WGISS CEOS WGISS 22, Annapolis 11-15 September 2006 CEOS Task Force Recommendations (cont) Rec.No.13 WGEdu –CEOS SEC and GEO SEC to communicate to establish the linkages between CEOS capacity building efforts and GEO capacity building efforts and to agree, in consultation with WGEdu, suitable roles, responsibilities, and priorities for each body. Rec.No.14 Working Group activities –Working Group reports to Plenary should cover both CEOS implementation plan activities including research and development updates.
