GEO Work Plan Symposium 2011 Days 2 & 3 ID-01 Data Sharing
ID-01 Data Sharing Definition Ensure open, reliable, timely, consistent, and free access to a core set of essential environmental observations and information products, supported by adequate metadata, by users across all GEOSS Societal Benefit Areas in accordance with GEOSS Data Sharing Principles. Make data available in accordance with GEOSS Data Sharing Principles, which includes: (i) full and open exchange of data, metadata and products shared within GEOSS, recognizing relevant international instruments and national policies and legislation; (ii) all shared data, metadata and products being made available with minimum time delay and at minimum cost; (iii) all shared data, metadata and products being provided free of charge or no more than the cost of reproduction will be encouraged for research and education (Data Management Target)
Deliverables Objective 1.Development of the GEOSS Data Collection of Open Resources for Everyone (GEOSS Data-CORE) – a distributed pool of documented datasets contributed by the GEO community on the basis of full and open access. Technical aspects would be covered by IN-01 (GCI) and IN-04 (GEOSS Communication Networks) 2.Implementation of the Data Sharing Action Plan for GEOSS. Non-Commercial data 3.Implementations of the Data Sharing Action Plan for GEOSS Other data.
Deliverables 1.Data Sharing Task Force has agreed to craft deliverables that will reflect the implementation of the Action Plan. 2.Showcases and operational GEOSS Data Core. 3.Provide advocacy tools/outreach.
Leads (Members and/or Organizations, tentative): DSTF expires next Plenary ?? There can not be 1 task coordinator. There should be a link to the Institutions. Task Force or Committee. Action The current DSTF, based on the objectives of the task, will develop a roadmap for the new Work plan (make a recommendation)
Re-organization of Sub-tasks DA-06-01: GEOSS Data Sharing Principles CB-09-05e Data Democracy Links will be made with ID-04 – Building Communities and Increasing Awareness.
Resources Available for Implementation (current status and in planning) Resources will be based on the management structure chosen. Task force leading a new task? If the Task force can not lead, what will be the management structure?
Issues and Gaps Follow up on the Data Sharing Action Plan from Plenary: Beijing Declaration: # 3: Commit to (i) maximize the number of documented datasets made available on the basis of full and open access; (ii) create the GEOSS Data Collection of Open Resources for Everyone, a distributed pool of documented datasets with full, open and unrestricted access at no more than the cost of reproduction and distribution; and (iii) develop flexible national and international policy frameworks to ensure that a more open data environment is implemented, thus putting into practice actions for the implementation of the GEOSS Data Sharing Principles;
Issues and Gaps Primary reason for GEO is to promote full and open access of data: GCI + Data Sharing: putting assets into value. Policy matters advocacy – breaking out the institutional barriers and promoting Data Democracy. Data as infrastructure? What are the incentives?
