2002 Conference New Dimensions 9/11 Aircraft as Weapons of Destruction 2001 Assembly Continuous strengthening 1970 Assembly Hijackings 1974 Annex 17 On September 11, 2001, aircraft were used as weapons of destruction, instigating a whole new dimension of threat The ICAO Assembly met just two weeks later and adopted Resolution A33-1, Declaration on misuse of civil aircraft as weapons of destruction and other terrorist acts involving civil aviation This Resolution calls on States to strengthen preventive measures,achieve full implementation of ICAO SARPs and the multilateral conventions on AVSEC, enhance cooperation, and ensure severe punishment for infringement The Resolution also called on ICAO to convene an AVSEC Conference at an early date and this High Level, Ministerial Conference on Aviation Security met in Montreal on 19 and 20 February 2002 to endorse a global strategy for strengthening AVSEC worldwide

5 2001 Assembly Action The Assembly unanimously adopted Resolution A33-1, Declaration on misuse of civil aircraft as weapons of destruction and other terrorist acts involving civil aviation

7th Edition of Annex 17 Security – Safeguarding International Civil Aviation Against Acts of Unlawful Interference became applicable on 1 July 2002 Amendment 27 to the 8th Edition of Annex 6 Operation of Aircraft - Part 1 International Commercial Air Transport – Aeroplanes became applicable on 25 November 2002 6th Edition of Doc (Restricted) Security Manual for Safeguarding Civil Aviation Against Acts of Unlawful Interference was published in 2002. Provisional Edition of Doc (Restricted) Security Audit Reference Manual was published in 2002. Provisional Edition of Doc (Restricted) Manual on the Implementation of the Security Provision of Annex 6 was published in 2002.

GREPECAS CONCLUSION 11/13 AVIATION SECURITY That States and Territories: a) commit towards full implementation of the multilateral conventions on aviation security and the ICAO Standards and Recommended Practices (SARPs) and Procedures for Air Navigation Services (PANS) as well as ICAO Assembly Resolutions and Council Decisions relating to aviation security; b) participate actively in implementation of the ICAO Aviation Security Plan of Action, including the training and audit processes and necessary follow-up; and c) commit to active support and cooperation in the GREPECAS Aviation Security Committee and other regional aviation security activities.

Terms of Reference To foster regional cooperation among States, international organizations and industry in order to facilitate the successful implementation of ICAO Standards and Recommended Practices (SARPs) related to aviation security (AVSEC); to encourage the participation of States in the ICAO AVSEC Mechanism and Implementation Programmes to include their provision of voluntary funding and personnel when requested by ICAO; to actively support the approved ICAO AVSEC Plan of Action and other regional AVSEC initiatives; and to promulgate AVSEC awareness within the region through sponsorship of and participation in related training activities and seminars. 1st Meeting held in Lima, Peru – August 2002 2nd Meeting held in Merida, Mexico - April 2003 3rd Meeting to be held in Santiago, Chile – March 2004
