Overview Who are we? What is ITV? What are ATN, DETN, & GETN? Basics of MIST Basics of MIST-NG

What is ITV? INTERACTIVE TELEVISION (ITV) –one-way video & two-way audio –via satellite ITV emulates the classroom at a distance

A Variety of Instructional Methods HD video & high-end graphics (overhead cameras, detailed PC screen displays, etc.) Live, interactive learning exercises Teaching interviews Panel discussions Guest speakers Student interaction with the experts— standardized instruction Student-to-student interaction— enhanced in a classroom setting through audioconferencing & BYOD polling

Different types of aircraft...... for different types of missions Keep in mind

Different types of media...... for different types of learning objectives Keep in mind

As an instructor... If you had your choice...... you would want one-on-one mentoring

As an instructor... But when you can’t, the next best thing...... is a classroom environment

As an instructor... And when you’re required to use distance learning, interactive television (ITV) by satellite can preserve that classroom environment very cost-effectively!

GOVERNMENT ALLIANCE FOR TRAINING & EDUCATION BY SATELLITE GATES Satellite—the best kept secret in the distance learning industry

Satellite not frequently considered for distance learning—often considered exotic and expensive Panacea syndrome—Web is the answer for all distance learning Little awareness of the benefits of satellite technology Some schools in Fed Gov model themselves after academic institutions that cannot use enterprise-wide solutions Little awareness of its extensive use in corporate America and in Federal Government... so who IS using satellite? So why the secret?

Corporate Satellite Networks A.G. Edwards Anheuser-Busch Bank of America Boeing Caterpillar Channel One Cisco Dillards Edward Jones Federal Express Ford GE Medical Georgia Pacific Harley-Davidson Hewlett-Packard Home Depot HUD Intel JCPenny Kroger Lowe’s Macy’s McDonald’s Merrill Lynch Microsoft Orkin Pfizer Safeway Southern CO Square D Staples State Farm SYDA Unisys Wachovia Bank Wal-Mart The larger the enterprise, the more efficient satellite becomes

An Effective Distance Learning Medium Inexpensive course development Inexpensive delivery for medium-to-large audiences Inexpensive downlink equipment And like the in-residence classroom, ITV integrates well with online media

Overview Who are we? What is ITV? What are ATN, DETN, & GETN? Basics of MIST Basics of MIST-NG

What: Public Law 107-314 of the FY03 Defense Authorization Act directed the DOD and VA to implement a Heath Care Incentive Fund In 2005, the VA (as Lead Agent) proposed a joint agency, satellite based, educational channel using current medical content from the CDC, VA, DOD Services, and other providers Grant of $2M was approved and implementation started July 2006—VHA Employee Education System (EES), St Louis MO, with ATN PMO & Army Satellite Education Network Army transferred operational oversight & MIST funding to ATN PMO—Defense Education & Training Network (DETN) founded Basics of MIST

Why Increasing need to share medical information and training—rapidly and universally—using existing infrastructures CME/CEU credits for selected programs Offers access to very large segment of DOD population thanks to single hub (DETN) and compatible downlinks Cost-effective—centrally funded, no local costs Allows for rapid, cost-effective deployment of additional infrastructure where needed When & Where: Programs are broadcast during duty days to sites across DOD, but only AF has rooms inside medical facilities— Army & Navy must rely on VTC systems not collocated with medical facilities Basics of MIST

Overview Who are we? What is ITV? What are ATN, DETN, & GETN? Basics of MIST Basics of MIST-NG

What: In March 2013, a second proposal called “MIST-Next Generation” (MIST-NG) successfully submitted by ATN PMO (lead agent) & VHA EES & to secure $11,868K of which $7,861K was DOD’s share to do the following: –Greatly expand existing shared-training between DETN and VHA EES—encourage convergence on technology –Link major medical teaching institutions in DOD to DETN satellite hub –Add downlink classrooms to all remaining medical centers, hospitals, and clinics CONUS & OCONUS—currently only CONUS AF facilities have downlink classrooms. –Add IPTV desktop capability for short, non-interactive programs at all medical centers, hospitals, and clinics world- wide—and since IPTV installed at hubs, IPTV will be available for other DOD DL Basics of MIST-NG

Why Need to increase training cost-effectiveness: MIST already succesful—71K student training hours at $2.63 per student-hr—MIST-NG will yield estimated 4-fold increase resulting in $0.69 per student-hr cost avoidance of $173M in CME/CEU training Need to Expand reach: 108 med facilities CONUS & 47 OCONUS do not have connectivity Need to increase training programs: AMEDD, SAMMC, FBCH, METC, WRNMMC, WAMC, USAFSAM, NMCSD, NMCP, NTTC, & DHHQ Need to provide a blended learning environment: Need to reach desktops for shorter courses Can support disaster recovery

Basics of MIST-NG How is it being managed? VA/DOD Health Executive Council (HEC) has oversight of MIST-NG General and financial & operational management conducted by ATN PMO Director, HQ Air University OL-A (HQ AU/OL-A), under HQ AU Education Operations & Logistics Directorate (HQ AU/A3/6)—reports to DOD Co- Chair of VA-DOD HEC WG Day-to-day management conducted by MIST Program Manager, under ATN PMO Director After 2 years, out-year costs to be added to DOD’s POM supported by OASD(HA) (bandwidth, maintenance, & admin) If POM not approved, MIST goes “Space A”

68 How will it work? VA and CDC will provide both interactive and prerecorded content via satellite Other DOD content providers ( 11 sources so far) will link via terrestrial T-1 lines to ATN hub Content provided outside DOD will continue to be downlinked and rebroadcast via DETN hub CME/CEU credits awarded by content providers 17 Oct 13 VA Memo: EES to continue to grant non-VA learners and expand CEUs to co-sponsored DOD programs Basics of MIST-NG

69 How is it being executed? Funding received by HQ AU on 27 Jun 13 Planning meetings w/VA & w/DHHQ Build advocacy from HQ down to local medical facility Phase I: Establish broadcast capabilities with AMEDD, SAMMC, FBCH, METC, WRNMMC, WAMC, USAFSAM, NMCSD, NMCP, NTTC, & DHHQ—PMO will set up in- briefs, site surveys, installation, faculty training, & assist in planning content delivery Phase 2: Install classroom downlinks at all remaining DOD facilities world-wide—PMO conducting site survey & site coordinator training & establish satellite connectivity OCONUS Basics of MIST-NG

70 How is it being executed? Phase 3: Install IPTV capability at hub to reach all desktops DOD-wide All phases starting together Quarterly progress reports submitted to VA/DOD HEC Basics of MIST-NG
