2 Our Communities and Livelihoods at Risk Predicted Future Flooding from a 100 Year Flood Event Future Without Action Potential for damages to reach $23.4 billion annually Increasing threats to lives, jobs, communities and the economy

3 What the Master Plan Delivers

4 The plan includes a wide variety of project types distributed throughout the coast. We are using every tool in the toolbox to protect and restore south Louisiana.

5 Nonstructural Protection Projects 5  Residential & Non-residential Floodproofing (0’ - 3’)  Residential Elevation (3’ – 18’) BFE+1’ or BFE+4’  Residential Voluntary Acquisition (> 18’)

6 Additional Nonstructural Measures 6  Programmatic: Land use planning, ordinances, public education, hazard mitigation planning, building codes, etc.  Not easily evaluated, but critical to a successful coast wide nonstructural risk reduction Land use planning Education Building codes Implementation of Ordinances

7 1.Increase coordination among state and parish agencies working on nonstructural issues in Louisiana. Need a single entity to act as a clearinghouse. 2.Consider amending regulatory requirements, such as: 1) local land use planning; 2) building codes; 3) flood damage prevention ordinances; 4) risk reduction project funding. 3.Identify the needs of Louisiana residents and encourage the development of funding and support initiatives to meet those needs. 4.Train officials and educate the public on their flood risks and the nonstructural options available to them. Federal & State Reps Parish Reps Stakeholder & Community Reps Nonstructural Development Team Academics & Planners

10 CPRA Board Nonstructural Subcommittee Include members from: Dept. of Insurance Dept. of Administration Dept. of Transportation & Development Gov.’s Office of Homeland Security Dept. of Economic Development (Others) Board will help to establish program policy and offer advice to the development team on implementation measures Nonstructural Advisory Group Lead by CPRA with members from coastal parishes; federal & state agencies involved in hazard mitigation; community leaders; and knowledgeable stakeholder groups Group will help to determine lessons learned, potential implementation issues and mechanisms, funding opportunities, and communicate information on the program to coastal communities Program Structure 10

12 Data Collection & Research: Utilize data from the risk modeling and expand to include higher resolution spatial analysis Determine areas of high risk and repetitive loss Research rate of participation in the program and identify obstacles to voluntary participation Evaluate mitigation incentive programs Determine the best type of risk communication and education methods to reach the public Near-term Next Steps 12

13 Outline the specific operational structural of the program Determine appropriate methods for prioritizing projects in areas of high risk which best maximize the MP risk reduction objective Develop a nonstructural demonstration project to test policies and procedures for the program Long-term Steps 13
