16 The Hazard Identification and Vulnerability Assessment module supports identification of the hazards threatening the state, estimation of the level of risk, and assessment of the vulnerabilities to the hazards, using both state data as well as information from local mitigation plans.

17 Click for Next Slide The Mitigation 20/20 TM approach to hazard identification and risk estimation can be done regionally, by individual jurisdiction, or by compiling local mitigation plan data Using the appropriate regions entered into Mitigation 20/20 TM, hazards can be identified and a relative risk rating developed for each. The regional risk is then assigned to each primary jurisdiction within the region. Mitigation 20/20 TM can then easily create a statewide map with the results of the regional risk assessment

18 Click for Next Slide For a more specific analysis, state planners can conduct a risk assessment for a individual jurisdiction, using the Mitigation 20/20 TM approach. Or, data imported from local Mitigation 20/20 TM plans, as well as alternate format plans, can be compiled for a statewide risk assessment

19 Click for Next Slide Mitigation 20/20 TM can also be used to create a statewide “profile” of a specific hazard for more detailed discussion. Hazards are also automatically prioritized based on the risk rating.

21 Click for Next Slide The event analysis routines in Mitigation 20/20 TM allow for documenting a past event, including its impacts, the response and recovery costs, mitigation “successes” and “lessons learned,” as well as other information. Past disasters can be both described for information purposes and evaluated to track the progress in implementing state and local mitigation programs And, like all Mitigation 20/20 TM modules, a large number of different reports about past events can be printed, including sections of the state’s mitigation plan

22 Click for Next Slide Mitigation 20/20 TM contains routines to assess the vulnerabilities of state-owned and operated facilities to all types of hazards The program provides a standardized, multi- hazard approach to assessing the vulnerabilities of state facilities, using specific, detailed criteria. This is the same approach used in the local Mitigation 20/20 TM program, allowing direct comparability of the vulnerabilities of both state and local facilities.

23 Click for Next Slide The vulnerability assessment process includes a routine to estimate the dollar value of the state-owned property at risk from hazards that can cause physical damage.

24 Click for Next Slide Mitigation 20/20 TM also enables the state planning team to analyze the hazard and vulnerability assessments included in local mitigation plans to more completely define the total statewide vulnerability to disasters. Imported or entered local hazard and vulnerability data can be easily displayed and assessed to support the state’s mitigation planning and programming efforts

25 Click for Next Slide The Community Hazard and Vulnerability Analysis module can also be used to compile and assess other types of local mitigation plan data from both local Mitigation 20/20 TM plans or alternate format plans For example, detailed data regarding past disasters, including the economic benefits of in-place mitigation initiatives, can be compiled from local plans

26 Click for Next Slide Or, detailed review and analysis of compiled local hazard identification and risk assessment data can be readily completed.

27 Click for Next Slide This module can also be used to track programs to control local vulnerabilities, such as participation in the National Flood Insurance Program or the submittal of a local hazard mitigation plan.

28 Click for Next Slide Mitigation 20/20 TM ’s Plan Preparation and Implementation module allows state planners to characterize and prioritize mitigation initiatives proposed by state agencies and organizations to include in the state’s mitigation plan, as well as to prepare and print the plan. The module also provides a set of mitigation program management tools.

29 Click for Next Slide The Initiative Characterization and Prioritization module enables state officials to develop, justify, and prioritize proposed mitigation initiatives to include in the state’s plan. The technical approach used to characterize and prioritize mitigation initiatives includes documenting: A description of the proposed initiative A description of the proposed initiative The analyses that identified the need for the initiative The analyses that identified the need for the initiative The hazards and mitigation goal to be addressed The hazards and mitigation goal to be addressed The estimated benefit to cost ratio The estimated benefit to cost ratio The priority for implementation The priority for implementation The feasibility of implementation The feasibility of implementation Initiatives sponsored by any state agency are characterized and prioritized using common criteria and evaluation techniques allowing for direct comparison of all state agency initiatives. In addition, the state Mitigation 20/20 TM approach is identical to that used in the local program. This enables state planners to directly compare state and local mitigation initiatives during selection of proposals for funding.

30 Click for Next Slide Of course, periodically the state will need to issue and adopt a written mitigation plan. The State Mitigation Plan Preparation and Promulgation module makes preparing a written plan, using up-to-date data, very easy. The module provides many tools to assist with plan preparation, including the flexibility for state planners to select specific plan sections to print, to arrange the sequence in which plan sections are presented, and other tools to assist with plan preparation. The module also enables documentation of plan approval or adoption. Mitigation 20/20 TM creates a state mitigation plan that includes both detailed data tables, as well as summary information and evaluations using colorful graphs, charts and maps.

31 Click for Next Slide The Mitigation Program Management Tools module provides a variety of mechanisms to support management of both the normal functioning of the state-level mitigation program, as well as post- disaster mitigation programs. 32 Click for Next Slide Like all of Mitigation 20/20 TM ’s routines, the program allows state mitigation staff to completely and easily document administrative and technical actions. For example, this screen is used to track communications with interested public groups or statewide organizations.

33 Click for Next Slide The program has many other features that technically and administratively facilitate state mitigation planning and programming For example, the data transfer menu helps participants in the state’s program share data The data transfer menu contains several routines to allow for electronic transfer of data, including data from state agencies as well as from local Mitigation 20/20 TM plans The program is sold with the state’s primary local planning jurisdictions already entered
