10 Scale Up plan :Component Strategic intervention What needs to be done Delivery in 3 yr. CommunityMobilization  Cluster level unit formation to provide support in cooperative strengthening, access to government program and scheme, extension support for fish production improvement and facilitate market linkage through route chart  Continues interaction with coop/group on system, management and governance.  Sharing of good practices and successful intervention  Create platform for learning sharing among different group/coop  Develop conflict resolution mechanism and coop. grading system at community level  Upto 500 cooperative and more than 35000 H/H in four districts will have direct control over pond resources  Access to government scheme and program in more than 200 project villages Institutionbuilding  Formation of Bundelkhand fisherfolk forum for ensuring fisherfolks right in Bundelkhand region.  Develop supportive linkages between socio-political wing and economic wing of sangthan  Develop new cadre for different roles like community mobilization, technical support, market facilitation,  Capacity building initiatives for capable person on business, management, accounting, Use of IT and different system.  O.D. exercise with Partner organization and sangthan for taking up new challenges related with separation as well as crating linkages with different institution for socio-economic intervention  Apex body will form district level sub body  Women’s separate organization will emerge and take lead on women’s issue  Fisher folks Producer Organization will function effectively. 10

11 Womens empowermen t and leadership  Deliberate effort to involve women in entire process of program.  Capacity building program especially designed for women members  Effort to provide tank lease to women groups  Fishling production enterprise through women groups  Promote women retailers in local market  Promote women representative in local governance (panchayat) and local government promoted committee (TSC,VEC, NREGA monitoring etc.)  Enterprise promotion related training to women group members  Facilitate women representative in all local initiatiive and govt. committee  Specially designed training for women fishling rearing group  Atleast 120 ponds fully owned and managed by women groups.  Women own 50% of enterprise  Women role enhanced upto 50% in decision making  Women leadership emerged at all level to address socio-political and economic issue. Value chain development  Submission of cooperative business plan to department for leverage and linkages  Initiate local enterprises across all activities of value chain (brooder stocking, fishling rearing, fish meal production, retailer, transportation, marketing etc.)  Use of GIS based software with indivisual coop to develop their plan.  Association with fisherfolk producer organization to provide support in input, extension, and marketing  Develop mutually agreed harvest schedule  Include more group/coop in route chart system  Set up facilitation center to coordinate demand and supply of fish and other produce ( backword-forward linkages)  Enhance quality of fish harvest and post harvest practices  150 pond cooperative develop detailed business plan 11

12 Product development and livelihood diversificati- on  Continuous support to 200 selected coop in carrying production enhancement and diversification initiative  Agreement with producer organization to provide marketing support  Regular monitoring and support to 200 ponds  Facilitate Linkages with technical expert for performance improvement of 200 ponds  200 ponds enhances average fish production  200 pond cooperative operate their input management system  Agriculture activity will undertaken in dry tank bed in 400 tank. Technology, infrastructu re and service  Planning and sharing process with apex body members using GIS software  Regular training for community members to use and update GIS based application  Develop cluster level plan using application in phased manner.  Sharing of GIS application tool and plan developed with district and state govt.  Apex body developing intervention plan using GIS based software  Producer organization uses market information system  Develop infrastructure facility in two block as pilot demonstration 12
