7. New Innovation/ Initiatives for enhancing Agriculture Production Policy Initiatives by State Govt. Krishi Cabinet constituted for ensuring better coordination among the Departments of Agriculture, Power, Irrigation, Cooperative (Fertilizer and Credit) Credit to farmers for crop loan at 0 % interest through cooperative Banks. Incentives to grow more by giving Bonus on wheat procurement @ Rs. 100/- per Qtl. & for Paddy @ Rs. 50/- per Qtl. Direct transfer of subsidy to the farmers' Bank account. State scheme for fully reimbursing the expenditure on interest and rent to the cooperatives for advance storage of fertilizer. Balram Talab Scheme for providing life saving irrigation with maximum subsidy upto Rs.1.00 Lakh. Top up subsidy of (30%) on sprinkler, drip, rain gun, etc. for promotion of judicious use of water. 7

8. Policy Initiatives by State Govt. Substantial increase in area and production of Hybrid Maize by providing 90% subsidy to the SC/ST farmers. Distribution of Soil health cards - 8.90 lakh (No.) Organic policy launched in since 2011. State is leading in the organic farming with 44% of the total organic certified area of the country. 850 custom hiring centers established to facilitate Farm Mechanisation. 25% top up subsidy for promoting hand drawn, bullock drawn and power drawn implements. Promotion of deep ploughing practice by providing assistance of Rs. 1500 per ha. to all categories of farmers under Haldhar Yajana. Implementation of Yantradoot scheme on pilot basis for increasing production and productivity in selected villages through 100% farm mechanisation. Cont……….. 8

Production Enhancement Initiatives Popularization of high yielding varieties and weekly monitoring of input supply. 1217 Co-operative Seed Growing Societies formed for augmenting availability of certified seed in the State. 83% of seed treatment achieved. Compared to the year 2001, SRR in wheat increased from 5.64% to 30.24%. SRR in paddy increased from 3.30% to 16.85% whereas the same in soybean increased from 6.35% to 31.91%. Substantial increase in the application of micro nutrient specially zinc. Promoting IPM and INM technology 9

Production Enhancement Initiatives Establishment FFS on large Scale and also large scale demonstration on Production/Production Technology (at least one demonstration per village) Transfer of technology on large scale through Kisan Mitra (52000) & Kisan Didi (52000) Promotion of hybrid paddy through SRI and composite nurseries. Systematic planning for replacing the practice of sowing by broadcasting by Line Sowing in 11 lakh ha. in Bundelkhand and Baghelkhand region. 10

11. Production Enhancement Initiatives Promotion of pulses in upland paddy area and other fallow land. In the previous year only 9.76 lakh ha. area was irrigated in Rabi Season from irrigation project. In year 2011-12, Record 16.35 lakh ha. area was irrigated. Effective coordination with the Water Users Societies in Command Area for achieving higher production by suitable crops rotation. Cont……….. Agriculture Credit (Crop Loan) Crop Loan given by cooperative banks increased from Rs. 5845.62 crores in 2010-11 to Rs. 7629.27 crores (30.5% increase) in the year 2011-12. Kisan Credit Cards given to the farmers increased from 64.96 lakhs in the year 2010-11 to 76.23 lakhs in the year 2011-12. 11

Energisation in Agriculture Rs.6543.66 crores tariff subsidy given by State Govt. to State Electricity Companies for providing electricity in reduced rates to Agriculture consumers from 2009-10 to 2012-13. Feeder separation in progress for providing quality and continuous supply of electricity for 8 hours for agricultural operations. Own your transformer scheme launched from 2011-12 benefited 4245 farmers. Provision for subsidy, on an average, upto Rs. 1 lakh per connection to the Electricity Companies helped increase the number of permanent connections from 8950 in the year 2009- 10 to 19542 (increase by more than 200%) in the year 2011-12. 29,73,732 temporary connections provided during last 3 years to meet the demand during Rabi season. 12

Inter Departmental Coordination State level :- Weekly coordination meetings with Departments of Power, Irrigation, Cooperative, Markfed and Fertilizer companies for timely availability of inputs under the chairmanship of Agriculture Production Commissioner. Monthly review meeting with Departments of Revenue, Statistics & Planning and Commissioner Land Records for streamlining the collection and dissemination of Agriculture Statistics Weekly Video Conferencing by the Director of Agriculture for Divisional and District level officers of Agriculture and Allied Sectors. Divisional level :- Weekly input meeting under the chairmanship of Commissioner. Review meetings at the divisional level are organized twice a year for the planning for the next crop season under the chairmanship of Agriculture Production Commissioner District level :- Weekly input meeting by the Collector Water Utilization Samiti meeting by the Collector in every season 13

14. Future Prospects for Food grain production State Cabinet to review the strategy for sustaining the present level of Agriculture Growth in each meeting. Govt. has resolved to increase the area under irrigation by 5 lakh ha. through irrigation projects and other sources by the year 2012-13. Reinforcement of Barawandi and Osrawandi for optimum and timely use of irrigation water State Micro Irrigation Scheme for providing subsidy for Agriculture crops launched in the year 2012-13 Crop Loan through Cooperative Banks to increase from Rs.7629.27 crores to Rs. 8500 crores in 2012-13. State Govt. scheme for establishing Private Custom Hiring Centers through Bank loan with maximum subsidy of Rs. 10 lakhs launched. 14

Future Prospects for Food grain production The contract appointees under the ATMA to be in place by November, 2012. 40% of area under paddy cultivation to be brought under SRI during next 2 years. Area under hybrid Maize to be increased by 1 lakh ha. in the next Kharif season by providing 90% subsidy to SC/ST farmers. Intensive planning for promotion of summer Moong, Urad, Corn & Vegetables as third crop in all the command area. Establishment of Organic Council for promotion and marketing of organic produce. Seed and Fertilizer Lab to be established at all the Divisional Head Quarters to ensure quality of inputs. New Food Processing Policy formulated on the strength of the State is in place to promote Agri business. 15
